HomeMy WebLinkAboutMINUTES - 06041985 - T.11 T. 11 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 4, 1985 , by the following vote: AYES: Supervisors Powers , Schroder , McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: Application before the California Energy Commission of Pacific Thermonetics , Inc . and C & H Sugar for energy cogeneration plant in Crockett . The Board on May 14, 1985 continued to this day and time its consideration of the application before the California Energy Commission of Pacific Thermonetics , Inc . and C & H Sugar for an energy cogeneration plant to be constructed in the Crockett area. Supervisor Fanden commented that before receiving any further public testimony , she wished to advise that in her review of the C & H property holdings in Crockett , it seemed clear that there are alternative locations on its property which might be available for a cogeneration facility. She suggested that reconfiguration of the site away from Loring Avenue may lead to a project which she believed might be supportable by the County. Supervisor Fanden advised that specific locations which warrant further review are: 1 . The warehousing area north of the sugar bins , between the bins and the main plant . 2. The warehousing areas along the waterfront closer to the I-80 bridge . Supervisor Fanden commented that with the above suggestions in mind , she urged PTI and C & H to undertake efforts to bring consideration of a reconfigured facility to the attention of the California Energy Commission , as well as to this Board . Supervisor Fanden then read a motion she intended to make today and thereupon asked for public comments , based upon her suggested motion, particularly soliciting comments from C & H and PTT as to whether they would be willing to consider some reconfiguration. James Samis , President of Pacific Thermonetics , Inc . , appeared and advised that his company was willing to look at recon- figuration. He assured the Board that they would return with a design that the Board can support , and commented that they wished to end the division of the community in Crockett . Supervisor Fanden commented that she did not like the power lines where they are and requested that they work diligently to try to get the power lines going in another direction or put them underground because of the conflict with the East Bay Regional Park. Jim Kellog, 1030 Shary Court , Concord , member of Steamfitters Local 342, Building and Construction Trades Council , representing labor in Contra Costa County, appeared in favor of the position proposed by Supervisor Fanden , stating that after meeting with the citizens of Crockett , they think there can be an alternative plan that will be acceptable to everyone . Ed Denton, 136 Alexander , Crockett , appeared and stated that the "Power Plant Committee" applauds the resolution proposed by 1 r/ Supervisor Fanden , that the Committee had always felt that the power plant as presently proposed was unacceptable and they would be anxious to look at any other proposal . John Matheis , 5023 Clayton Road , Concord , President of the Steamfitters Local , appeared and indicated. whole-hearted support for considering an alternate location . Michael McMillan, 4362 Bran Cliff Road , Oakland , of Steamfitters Local 342, appeared in favor of constructing an econo- mical cogeneration plant in Crockett , commenting that his union mem- bers need jobs . Potter Wickware , 6145 Doncaster , Oakland , member of steam- fitters union, appeared in favor of the plant being built, and in favor of moving the existing power lines , but that tying it to the project would add another layer of design and permit process . He suggested it be a separate project . Ray Knecht , C & H Sugar , Crockett , appeared and thanked the Board for working with C & H, stating that they intend to try to bring harmony to the community, they have been looking at other ways of doing things , and want to be good neighbors in the community and in the County. Alan Brasesco , President of the Crockett Improvement Association , appeared and commended the Board for their proposed resolution , and offered to designate a member of the Crockett Improvement Association to serve on a committee to help find an alternative site and solve this issue to the benefit of the community. No one else having desired to speak, the Chair declared the public comments closed . Thereupon , Supervisor Fanden advised that in view of the testimony the Board has heard on this item , and in an effort to keep- the dialogue open on the issue as it relates to meeting C & H' s energy needs , she would recommend that the Board do the following: EXPRESS the County' s strong opposition to the PTI existing configuration , but not at this time to the PTI application for a cogeneration facility at the C & H site . This would specifically allow for consideration of the reconfiguration of the proposal from the parking lot location along Loring Avenue to a location northerly on the C & H property. DIRECT the County Planning Commission to initiate public hearing on textual changes to the Crocket Area General Plan. DIRECT staff to prepare a report and schedule for hearing changes to the County Zoning Ordinance to add land use permit authority for new industrial uses within industrial zoning districts . COMMIT support to C & H that , in the event PTI's applica- tion in the form ultimately judged by the California Energy Commission is turned down by the Commission, the County will par- ticipate in trying to find an acceptable solution to C & H' s energy concerns . CONFIRM Jim Cutler' s intervenor status on behalf of the County, and allow for designation with the CEC of an alternate for Mr . Cutler during the CEC review process . Supervisor Fanden commented that the intent of the above actions is to make it clear to all that the Board's opposition pre- sently focuses on the use of the parking lot along Loring Avenue as the site of the proposed cogeneration facility, but that the Board is open to further dialogue on the merits of a reconfiguration of the facility at C & H. If PTI and C & H modify their application before the California Energy Commission based on such a recon- 2 �i R I figuration, staff is directed to prepare a new report on the appli- cation and the Board will schedule additional public hearings to consider taking a position on the project . If no reconfiguration is requested , staff is directed to oppose the application in it' s entirety . Supervisor Fanden further recommended that the power lines either be removed from the proposed location of Carquinez Straits Shoreline Park or that they be undergrounded to minimize viasual impact .
