THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , CALIFORNIA
Adopted this Order on June 4, 1985 , by the following vote:

SUBJECT: SCHEMATIC DESIGN F-OR THE SUPERIOR COURT, MARTINEZ
The Public Works Director provided the Board with a report
dated May 22, 1985 on the Schematic Design for the new Superior
Court Annex in Martinez . A copy of that report is attached hereto
and by reference incorporated herein.
Board Members expressed agreement with the recommendations
contained in the report and expressed concern as to the impact a
centralized library would have on other areas in the County.
IT IS BY THE BOARD ORDERED that the recommendations con-
tained in the attached report are APPROVED.
IT IS FURTHER ORDERED that the County Administrator is
requested to review impact of centralization of the Law Library in
Martinez relative to its impact on the Richmond Law Library, a pro-
posal for establishing law libraries in large population centers ,
i .e . Concord and/or Walnut Creek, and the feasibility of designing
the juror' s assembly room so it could have other uses when not
needed by the Courts .

SUBJECT: APPROVING SCHEMATIC DESIGN DOCUMENTS AND FIRST AMENDMENT TO AGREEMENT FOR
ARCHITECTURAL SERVICES FOR SUPERIOR COURT ANNEX, MARTINEZ

SPECIFIC REQUESTS(S) OR RECOMMENDATION(S) & BACK UND AND JUSTIFICATION
I. Recommended Action:
A. APPROVE Schematic Design Documents for the Superior Court Annex, Martinez,
and AUTHORIZE the Public Works Director to instruct the project architect, ",
The NBBJ Group, Palo Alto, to proceed with the Design Development Phase of
Services. -
B. APPROVE the First Amendment to the Architectural Services Agreement with The
NBBJ Group, dated June 4, 1985, and AUTHORIZE the Public Works Director to
execute the Amendment, which will increase the architect's fee for Schematic
Design and Design Development Phase services from $144,000 to $172,800.
I1. Financial Impact:
The estimated project costs will be financed by issuance of deferred financing
securities and will be paid with revenue from a surcharge on court fines, using
dedicated funds from the Criminal Justice Facilities Construction Fund
and Courthouse Construction Fund. It is expected that a construction contract
will be ready for award in early 1986 and that the financing securities will be
issued before award.

III. Reasons for Recommendations/Background:
A. On September 13, 1983, the Board approved the concept of an additional .
building in Martinez for the Superior Court and authorized the County
Administrator to proceed with architectural selection, environmental review
and financial planning -for the proposed project. Subsequently, on December
18, 1984, the Board approved a Program Verification Study and directed staff
to proceed with financial and design planning. On January 15, 1985, the
Board approved an architectural services agreement dated January 8, 1985,
with the NBBJ Group, Palo Alto, for two phases of architectural service:
The Schematic Design and Design Development phases.
B. The NBBJ Group has completed the first of these two phases of service, the.
Schematic Design Phase. Schematic Design documents submitted by the NBBJ
Group for approval comprise the following:
a. Nine 30 x 42 inch drawings dated May 21, 1985, annotated May
28, 1985 by the County Architectural Division to reflect
qualifications in County approval .
b. Construction cost estimate dated May 21, 1985.
C. The Schematic Design Documents illustrate the County's basic requirements; the
relationship of the proposed building to existing buildings and parking; the
size, shape and relationship of rooms; the exterior elevations; and the
architectural character of the building . In addition, the Schematic Design
nocuments include an estimate of initial construction contract cost of
$7,200,000.
0. The architecti.iral fee for services through the Design Development Phase of
service will be increased to reflect the following changes in project scope:
a. Fstimated construction costs have been increased to cover
anticipated escalation to the midpoint of construction,
b. Sitework has been increased to be certain the plaza and
landscape planting on the east side of the proposed building
will provide an attractive appearance to residents east of
the project,
C. Foundations have been increased to reflect new information
on soils conditions and on law library loads, and
d. The building floor area has been increased from 48,000 square
feet to 52,000 square feet to provide adequate space and
circulation for the spaces specified in the Program
Verification Study.
E. The proposed building will be designed to meet State Energy Commission
standards which will not become mandatory until 1987. The Architect's
mechanical consultant is continuing to study the use of alternative energy
sources which might be appropriate for this building.
