SUBJECT: The Mt . Diablo Hospital District
The Board on May 21 , 1985 directed the County
Administrator to correspond with the Directors of the Mt . Diablo
Hospital District inquiring as to why they did not respond to a pre-
vious letter of the Board requesting a meeting with them and repre-
sentatives of the Cities of Concord and Pleasant Hill .
In a report to the Board , dated June 3, 1985, the County
Administrator advised that Dr. Roger Lang, President of the Board of
Directors , in a letter dated May 24, 1985 to the Chairwoman of the
Board of Supervisors and the Mayors of the Cities of Concord and
Pleasant Hill apologized for the delay in responding to the Board's
earlier letter and expressed the willingness of his Board to meet
with the Board of Supervisors and representatives of the City
Councils on June 27, 1985 at 7: 30 p.m. at the Mt . Diablo Hospital .
Board members agreed to the June 27, 1985 meeting with the Board of
Directors of the Mt . Diablo Hospital District. IT IS SO ORDERED.

Fanden

The County Administrator reported on the status of pro-
posed legislation AB 1015 co-authored by Senator Dan Boatwright and
Assemblyman Patrick Johnson. The bill was amended on June 3, 1985
to require that any resolution adopted by the Board of Supervisors
to dissolve the hospital district be subject to a confirmation vote
by the voters with a majority "yes" vote required to accomplish the
dissolution. Mr. Batchelor also noted that AB 1015 includes
language to clarify legislation enacted in 1983 in which the Mt .
Diablo Hospital District relied in transferring its status from
public to private . He advised the new legislation carries an
urgency provision so that it will become effective upon signature by
the Governor . AB 1015 is scheduled to be heard in the Senate Local
Government Committee at 9: 30 a .m. on Wednesday, June 5, 1985. If
the Board wishes to endorse the legislation, a telegram to Senator
Boatwright can be sent to confirm the Board's support .
Dr . William Walker of the County Health Services
Department , advised of concerns expressed at a meeting of the Contra
Costa County Health Coalition, particularly in the area of providing
care for indigents-. He expressed concerns that Mt . Diablo Hospital
and John Muir Hospitals have not appeared to assume or provide for
the care of indigent patients . He proposed that all local hospitals
pay into a central pool of money which can then be allocated to
those hospitals who are willing to share in the care of the indi-
gents .
Henry Clarke , General Manager, Contra Costa Employees
Association, Local 1 , also commented on the change in status of the
Mt . Diablo Hospital District and expressed support for Senator
Boatwright's bill .
Supervisor McPeak advised that she was not in favor of the
change in status in the Mt . Diablo Hospital District . She indicated
that the responsibility lies in insuring that all citizens are
receiving adequate medical care . She also expressed the need to
insure that there is an adequate funding level to provide this care
and that the real focus must be on quality patient care . She
advised that at this time she would be reluctant to take a position
in support of AB 1015 . There being no further discussion on this
matter , IT IS ORDERED that a position in support of AB 1015 is
adopted . The vote on the motion was as follows:
AYES: Supervisors Powers , Torlakson, and Fanden
NOES: None
-ABSTAIN: Supervisors Schroder and McPeak
On recommendation of Supervisor Tom Powers , IT IS BY THE
BOARD ORDERED that Senator Boatwright is requested to consider an
amendment to AB 1015 to require public hospitals transferring to
private hospital status to participate in a risk sharing program.
The vote on the motion was as follows:
