JORNLIN, DIRECTOR �^ Social Service Department Costa DATE: May 22, 1985 County SUBJECT: EXTENSION OF CHILDREN'S TRUST FUND CONTRACTS (Ref: #'s 20-499-2, 20-500-1) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize the Director, Social Service Department, to execute Contract Extension Agreements for the period May 15, 1985 through August 15, 1985 for two County Children's Trust Fund contracts as follows: - - Contra Costa Children's Council (#20-499-2) Parenting Training Services - Bay Area Crisis Nursery (#20-500-1) Out-of-Home Respite Care Services FINANCIAL IMPACT The cost of extending the two above contracts for three additional months is $7,500 and $12,500, respectively. Funding is from the Contra Costa County Children's Trust Fund authorized by AB.2994. As of May 20, 1985, the Fund' s balance was $52,796 and was being continuously fed by a portion of County birth certificate fee collections. REASONS FOR RECOMMENDATION On May 9, 1985, the Family and Children's Trust Fund Committee (FACT) recommended a three-month extension of the above-listed contracts pending further deliberation of future usage of AB 2994 funds. The Social Service Department Director supports this recommendation. Background: On March 13, 1984, the Board designated the Children's Trust Fund Committee authority to evaluate and recommend Children's Trust Fund contractors to the Board. Accordingly, the contracts above were approved by the Board on May 8, 1984, for a period of one year. Since that time, the Committee has become part of the larger children's services advisory group, FACT, which was established by Board action on April 16, 1985, to coordinate funding and contractor recommendations for a variety of family and children's services programs. FINANCIAL IMPACT The agreements which are recommended for approval are nonfinancial .in that the agencies do not receive payment for service. The potential financial impact will be to reduce County General Assistance roles by providing constructive work experience to General Assistance employable recipients. III . REASONS FOR RECOMMENDATION/BACKGROUND On October 9, 1984, the Board of Supervisors authorized expansion of the General Assistance (GA) Employables Program and as part of that expansion authorized an increase in the number of workfare job slots from 108 to 300 in order to serve up to 420 recipients each month. Other components of the GA Employables Program are: Worktest, Job Search and Job Search Workshop. The goal of the expansion was to. :., place GA recipients in jobs and thereby return them to a position where they are self supporting members of the community. The Workfare component is designed to provide a constructive work experience to enhance a recipient' s ability to obtain employment. Two Work Programs Slot Developers have worked on a Countywide basis since January, one in East Central and one in West County, to develop slots with county agencies. A special agreement format was developed by the Social Service Department Contracts Unit and approved by the County Counsel to specify the Department (County) and agency responsibilities in relation to Workfare participation. The agreements are being approved by all agencies specified on the list and actual program imple- mentation is slated to begin. (A copy of one agreement is attached for reference. All agreements are in the same format. ) The two Workfare Program Slot Developers will provide constant program monitoring and serve as liaisons to the Workfare Agencies participating. In addition there are two Workfare Orientation Counselors that provide assessment and referral services to the recipients. Additional agree- ments will be submitted to the Board of Supervisors as they are developed. IV. CONSEQUENCES OF NEGATIVE ACTION The Workfare Program would not be able to proceed as scheduled and the order of the Board on October 9, 1984 would not be carried out. REJ/EH/dc Attach. i I
