Miner, Executive Director Contra Costa County Private Industry CouncilCosta DATE: May. 22, 1985 @ County SUBJECT: Authorizing Execution of Summer 1985 Title IIB SYETP Contract with Contra Costa County Superintendent of Schools (#19-1062-0) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Executive Director, Contra Costa County Private Industry Council to execute,. on behalf of the County, standard form Contract 419-1062-0 with the Contra Costa County Superintendent of Schools for operation of the County's summer 1985 Summer Youth Employment and Training Program (SYETP) under ,Title IIB of the Job Training Partnership Act (JTPA), for the term beginning April 1, 1985 and ending September 30, 1985, with a maximum payment limit not to exceed $1,190,672, and subject to approval by County Counsel as to legal form. FINANCIAL IMPACT: None. Funds for this contract are 100% federal funds. REASONS FOR RECOMMENDATION/BACKGROUND: By its Order dated March 26, 1985, the Board authorized contract negotiations with the County Superintendent of Schools for the term beginning April 1, 1985 and ending Spetember 30, 1985, and with a maximum payment limit not to exceed $1,181,389. The $1,190,672 maximum payment limit requested above reflects the increase in Contra Costa County's SYETP allocation, of which PIC was notified by State JTPO on May 7, 1985. The higher allocation was approved by the Board by its Order dated May 14, 1985, in which the Board authorized execution of the County's 1984-86 JTPA Job Training Plan. This plan included the summer 1985 SYETP program at the increased SYETP allocation level. The SYETP contract will provide work experience, vocational assessment, counseling and job placement services to approximately 1,200 disadvantaged youth residing in Contra Costa County, excluding the City of Richmond. In order to enable Contractor to meet initial payroll schedules for participant wages, execution of the contract document by the Private Industry Council Executive Director has been requested. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County, standard form contract amendments with three (3) Job Training Partnership Act (JTPA) Contractors as specified in the attached "JTPA Specifications Chart," effective May 30, 1985, to extend the termination date of said contracts in order to allow Contractors to continue to provide JTPA services, with no change in contract payment limits. II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION BACKGROUND: By its Orders dated November 6, 1984, October 23, 1984, and December 11, 1984, the Board approved execution of these JTPA Contracts. At its meeting of May 20, 1984 the Private Industry Council of Contra Costa County approved extension of the termination date of these contracts with no increase in contract payment limits. These requested extensions will permit completion of these programs and expenditure of all contracted funds. Recommendation: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County standard form Job Training Partnership Act (DTPA) Title II-A Contracts with the five (5) existing- service providers (Contractors) as specified in the attached "DTPA Title II-A Specifications Chart" for the fourteen-month period beginning July 1, 1985 and ending August 31, 1986, subject to approval by County Counsel as to legal form. II. Financial Impact: None. 100 percent federal funds. III. Reasons For Recommendation/Background: On April 15, 1985 the Private Industry Council of Contra Costa County designated service providers for the PY (Program Year) 1985 Title II-A Program under the JTPA. The County's Modification for PY 85 to the JTPA Two-year (1984-86) Job Training Plan was approved by the Board of Supervisors on May 14, 1985. These contracts will provide JTPA services/training for approximately 828 JTPA-eligible Contra Costa County residents. The Contracts with the four (4) PIC Regional Offices will provide services/training under the JTPA Title II-A Adult and Youth program whereas, the Tryout Employment Program for Youth by the County Superintendent of School's is an exemplary youth program under Title II-A of JTPA.
