SUBJECT: APPROVAL OF THE RIGHT DIRECTION PROJECT SUBMITTED BY THE
JUVENILE COURT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize Richard Patsey, Superior Court Judge, to submit The Right Direction project
proposal to the California Department of the Youth Authority for funding in the amount
of $34,000 and to administer the project as approved by the State for the period
September 1, 1985 to August 31, 1986.
FINANCIAL IMPACT:
There are no County dollars involved.
REASONS FOR RECOMMENDATION/BACKGROUND:
On December 18, 1984, the Contra Costa County Board of Supervisors adopted the Juvenile
Corrections Master Plan as recommended by both the Criminal Justice Agency Board and the
Juvenile Justice and Delinquency Prevention Commissions. One of the needs identified in
development of the Plan was additional resources for the Juvenile Court and other
juvenile justice practitioners for referral of juveniles with special problems. To
address this need, a priority recommendation in the Master Plan is the implementation of
a non-profit program whose function is to obtain volunteer medical, dental, psychiatric,
counseling, diagnostic evaluations and remedial services for delinquent and "at risk"
youth. After assessment of a referred youth, project staff will link the youth with a
volunteer professional individual(s) ,agency(ies) who can help resolve the problems
that contribute to the delinquency.
Criminal Justice Agency staff, members of the Juvenile Justice and Delinquency Prevention
Commissions and Judge Richard Patsey of the Superior Court developed a concept paper for
this project--The Right Direction--and submitted it to the California Department of the
Youth Authority for funding from 1985-86 Delinquency Prevention Funds. The paper was
one of the eight selected in California for proposal development and funding. The full
proposal is due in Sacramento on June 7, 1985.
This project is an example of the public/private partnership Juvenile Court representatives
believe is required to respond to the wide variety of problems presented to that Court,
Although this project is sponsored by the County, it is the intent of the project advisory
board to develop an incorporated, private, non-profit program to qualify for other private
foundation monies.
