SUBJECT: Approval of Contract #22-109-8 with Ric Outman (dba Ric Outman and Associates)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County, Contract
#22-109-8 with Ric Outman (dba Ric Outman and Associates) in the amount of $93,000
for the period July 1, 1985 - June 30, 1986 for speech and language consultation
and therapy, occupational therapy, and physical therapy services for the Home
Health Agency of the Health Services Department.
II. FINANCIAL IMPACT:
Last year's payment limit to this Contractor was $24,000 for which he provided
speech and language therapy and consultation. Under this new contract that service
will be provided at the same rate, but the Contractor will provide more hours of
service up to a total of $28,000. Additionally, the Contractor will provide occu-
pational therapy services not to exceed $25,000 and physical therapy services not
to exceed $40,000.
Funding for this service will be included in the FY 1985-86 Department Budget, cost
center 5750. Sources of funding are as follows:
70.0% Medicare 9.0% Private Pay
11.5% Medi-Cal 9.5% County
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Home Health Agency is a $1,700,000 program which provides in-home care for elderly,
frail, disabled new born, at-risk, and recently hospitalized patients of Contra
Costa County. Home Health Agency is an integral part of Public Health Nursing and
is mandated under Title 17, Chapter 8, Part 2, Division 1 of the California Health
and Safety Code. //��
On June 26, 1984 the Board approved Contract #22-109-7 with Ric Outmah (dba Ric
Outman and Associates) for continuation of speech and language consultation and
therapy services which have been provided by this Contractor since July:' 1978 for
the Home Health Agency. Contract #22-109-8 continues this service at the same rate
as the FY 1984-85 contract, and adds physical and occupational therapy to the
Contractor's scope of services.

III. REASONS FOR RECOMMENDM IONS/BACKGROUND: (continued)
The Department has been unable to meet the basic physical and occupational
therapy needs of its patients due to an acute shortage of therapists. Within the
past year, the Home Health Agency has lost physical and occupational therapist
staff, and has had difficulty recruiting new staff. There now remain one
fulltime physical therapist and one fulltime occupational therapist.
This Contractor will be used to fill in as required to relieve or augment the
Agency's staff. Should the Department be successful in recruiting and hiring the
requisite staff, the Contractor's physical and occupational therapy services will
not be used.
