Spooner, Contracts Administrator COSta DATE: May 23, 1985 County SUBJECT: Approval of Standard Contract #26-053-7 with Floyd Smith dba Martinez TaxiCab Company SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County, Standard Contract #26-053-7 with Floyd Smith dba Martinez TaxiCab Company in the amount of $25,945 for the period July 1, 1985 - June 30, 1986 for provision of taxi transpor- tation for County Hospital patients. II. FINANCIAL IMPACT: County funding for this service will be included in the FY 1985-86 Enterprise I Budget. Actual cost to County depends upon utilization. As appropriate, patients and third-party payors will be billed for services. III. REASONS FOR RECOHMENDATIONS/BACKGROUND: Since 1980 the County has contracted with Floyd Smith (Martinez TaxiCab Company) for transportation services. On June 26, 1984 the Board approved Contract #26-053-6 with Floyd Smith dba Martinez TaxiCab Company for taxi transportation for County Hospital patients. Contract #26-053-6 did not contain a contract payment limit. Payment was based on a fee of $1.30 per mile regardless of the number of patients transported to a single destination at the same time in the same taxi. Contract #26-053-7 with a payment limit of $25,945 continues this service through June 30, 1986 at the same $1.30 per mile rate. The Department uses the taxi ser- vice to transport: (1) mental health patients to court hearings, (2) patients to County Hospital for care or admission, (3) discharged patients to their homes, (4) intoxicated patients from the emergency room to detox centers, and (5) patients between facilities who cannot physically be transported by minibus service. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department). IV. CONSEQUENCES OF NEGATIVE ACTION: Without this service the Department would be forced to use a higher level of transportation, such as ambucabs and ambulances which would be more expensive and would not be reimburseable from third-party payers.
