Spooner, Contracts Administrator Costa DATE: May 23, 1985 . 4io Coup/ SUBJECT: Approval of Standard Agreement #29-317 with the State Department of Health Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County, Standard Agreement #29-317 with the State Department of Health Services in the amount of $77,000 for the period May 1, 1,985 - June 30, 1986 for provision of Alternative Sites for HTLV III Antibody Testing (AIDS). II. FINANCIAL IMPACT: Upon approval of this agreement by the State, an appropriation adjustment will be required to add AIDS Program funding for the month of June to the FY 84-85 Department Budget. The balance of funds will be included in the FY 85-86 budget. Funding for this agreement is provided by Federal Communicable Disease Control through the State Department of Health Services. There is no prior experience to determine exactly what County costs will be for this program, however, it appears that the $77,000 funded under this agreement will cover costs. Fees will be charged to those patients able to afford to pay for services. Donations will be accepted. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Federal Communicable Disease Control is responsible for the control and prevention of communicable disease and provision of funds to local jurisdictions for local disease control and prevention. Standard Agreement #29-317 provides start-up funds for Alternative Sites for HTLV III Antibody Testing. The program is needed to pre- vent and/or control this epidemic disease. Health and Safety Code Sections 1630 - 1632 states that Public Health shall be responsible for the control and prevention of acute communicable disease. Program goals are to prevent, control, test, and immunize (when vaccine becomes available) all eligible individuals in Contra Costa County who are at risk of contracting AIDs. Objectives of the program are to identify and contact all high- risk individuals in this county during the term of this agreement. Efforts will be made to educate the community and provide support groups. The State agreement is effective May 1, 1985, but was only recently received by Public Health. A full-time Public Health Microbiologist and a Public, Health Epidemiologist are required to operate the program, along with the part-time services of an experience-level Clerk. This contract has been approved as to legal form by County Counsel's Office. The Board Chairwoman should sign four copies of the agreement, three of which should be returned to the Contracts and Grants Unit for submission to the State.
