SUBJECT: AB 1733 STATE AGREEMENT - FY 1985-86
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) $ BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Approve and authorize the chair to execute State of California standard
agreement #29-021-2 (State Grant #15046) for the period July 1, 1985
to June 30, 1986 in the amount of $223,632 for funding ;of child abuse
and neglect programs.
II . FINANCIAL IMPACT
Approval of the subject agreement will result in availability of
$223,632 for AB 1733 child abuse and neglect prevention and intervention
programs during the coming fiscal year. Of this amount which includes
a 4% COLA, $212,450 will be available for contract programs and $11,182
for administration. Subcontractors must provide a 109 match but the
State agreement does not require County match. FY 85-86 will be the
third year of AB 1733 funding and several County contractors are
dependent on this funding for partial or total funding of their programs
to provide services to citizens of Contra Costa County.
III . REASONS FOR RECOMMENDATIONS
On March 11, 1985, the State of California Office of Child Abuse
Prevention asked for information from the Social Service Department
about continuation of AB 1733 projects for FY 85-86. On March 29, 1985,
the Social Service Department Director explained by letter to the State
that he would recommend continuing funding of all 5 current AB 1733
projects with a 4% COLA. These projects are as follows:

Child and Family Therapy Center Treatment/Sexually Abused Children
Early Childhood Mental Health Program Diagnosis and Treatment
Family Stress Center Respite Care
Rape Crisis Center of West C8ntra Costa Child Assault Prevention Project

In addition, should one of the 5 projects, the Child Assault Prevention
Project (CAPP) be grandfathered in to AB 2443 funding as a primary
prevention program, the money freed from this project would be rebid
or used to augment the other 4 projects. These recommendations were
prepared in accordance with State guidelines and would be subject to
Board of Supervisors approval .
A separate recommendation will be sent to the Board relative to AB 1733
FY 85-86 contracts after further information is received from the. State
on AB 2443 funding.
IV. BACKGROUND
Assembly Bill 1733, effective October 1, 1982, appropriated $10 million
to establish child abuse prevention and intervention programs. In
December 1982, the Board indicated their intent to contract with private,
nonprofit agencies to provide services to children at risk of abuse or
neglect and authorized the Chair to contract with the State for the
purpose of funding such programs. Following an RFP process the County
let 5 contracts (see Paragraph III) for FY 83-84 which were continued
for FY 84-85. The State is attempting to implement a three year cycle
for 1733 contract programs. FY 85-86 will be the third year of the
first cycle. Starting with FY 85-86,funds for AB 1733 will be
appropriated via the Budget Act for that year.
V. CONSEQUENCES OF NEGATIVE ACTION
Contractors dependent on AB 1733 funding may not have any other funding
source if this agreement is not approved. This would result in loss to
the community of several important programs aimed at child abuse
prevention and intervention.
BOARD ACTION
The Chair should sign seven copies of the agreement and these should be
returned to the Contracts Unit for submission to the State.
