Reallocate persons and positions (Home Health Aide II position #'s 1979, 1982, 1868 and
1866) , Salary Level C5 0897 (1114-1354) to Public Health Aide, and y-rate off step
until the salary of Public Health Aide meets or exceeds the current salary of the
incumbents; reallocate persons and positions (Family Planning Aide position #'s 2091 ,
2092, 2090 and 2143) , Salary Level C5 0888 (1104-1342) to Public Health Aide.
Amend Resolution 71/17 establishing positions and resolutions allocating classes to the
Basic/Exempt Salary Schedule, as described above.

STUDY
As you will recall, on 1/26/84 we -submitted a memorandum requesting
certain changes in the current class spec for Public Health Aide (see
attached). At the subsequent meet and confer session with Local No. 1
regarding the minimum qualifications for Public Health Aide, the Union
raised a variety of concerns regarding the utilization of this class
vis-a-via that of Home Health Aide (some of which they had also raised
in the Countywide negotiations). As a result of these concerns,
Harry Cisterman decided he did not wish to "force" the issue of the MQ
change for fear of disrupting the County-wide negotiations. We in
turn agreed to hold off on pushing for the changes until negotiations
were concluded. Additionally, tentative agreement was reached in the
County-wide negotiations for a classification study of these issues,
In anticipation that negotiations will shortly conclude including an ob-
ligation to conduct the referenced study, forwarded herewith are Classi.-
fication Questionnaires depicting the duties of eleven (11) positions
includingl incumbent Public Health Aide, 2 Community Aides, 4 Family
Planning Aides and 4 Hceme Health Aides. The issues needing to be
addressed in this study include, buy may not be limited to:
1. Should some or all of the referenced positions be classified to
Public Health Aide in concert with the proposed spec changes?
2. If yes, can we resolve the slight salary discrepancy between the
existing classes without any increases being charged to the
negotiation settlement package? It is our position no employee
should be required to take a pay cut as a result of the outcome
of this study.
I am requesting you assign this study to one of your Analysts for an on-
site desk audit of at least a sampling of the positions in question,
I'd like to suggest a target date for completion of the study to be

The above classification has been on the books since 1967 and we currently
have one position and incumbent (Barbara Bradford). The class was initial-
ly conceived as a para-professional assigned to assist Public Health Nurses
with a variety of nursing oriented ancillary- tasks. However, in recent
years .we have identified a need for a broader rule fur such persons to
assist other health p1lofessicmals (besides PIVIs) with a variety of para-
professional tasks. In fact, it is probable we have a few people workijiq
out of amass pprfor—aing slush activities already (such as cam ax ity aides
and hm s health sided.
The Purmse of this merr Is to ftmsaZ& the attached proposed spec revision
which; s designed to recognize the broader role in which we want to utilize
this class and delete out in the process the requirement for cowletion of
an approved course of instruction for nurses aide, etc. We are in the
process of identifying which other positions (besides Ms. Bradford) might
properly be reallocted to this class (with no change in salary - ' ! t rate
if necessary) and obtaining a description of duties performed by each
such incumbent. We will forward those to you upon receipt. However, in
the meantime, we `could like to proceed witt, the spec revision itself for
the reasons stated above.
At a later date, if the spec is revised as requested and positions are re-
allocated into it, we may wish to request an open exam to fill scare va-
cancies in the newly reconstituted class. Naturally, this is contingent
upon our requesting and getting approval for exceptions to the freeze.
However, let's cross that bridge when we come to it.
