SUBJECT: APPLICATION FOR ADDITIONAL SECTION 8 HOUSING VOUCHERS
FOR USE IN RENTAL REHABILITATION GRANT PROGRAM
1. RECOMMENDED ACTION:
Adopt Resolution No. 3458 authorizing submission of an application for 43
additional Section 8 Housing Vouchers for use in the Rental Rehabilitation Grant
Program for FY 1985 and authorizing the Executive Director to submit any additional
information in support of the application which may be required by HUD.
II. FINANCIAL IMPACT:
The Department of Housing and Urban Development has reserved contract
authority in an amount sufficient to fund the additional 43 Section 8 Housing
Vouchers which will include the Housing Authority's fees and housing assistance
payments.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On July 24, 1984, the Housing Authority of the County of Contra Costa was
designated as the contractor to undertake the implementation of the Rehabilitation
Grant Program for the County of Contra Costa. The Board adopted Resolution No. 3426
and an application for Section 8 Housing Vouchers was submitted to the Department of
Housing and Urban Development on August 14, 1984. On April 30, 1985, under
Resolution No. 3454, the Annual Contributions Contract, SF-468V, for the Section 8
Housing Voucher Program was executed. This Annual Contributions Contract covered the
initial 15 Section 8 Housing Vouchers issued to the Housing Authority of the County
of Contra Costa for use in the Rental Rehabilitation Grant Program.
The Housing Authority has received an invitation to submit an application for
43 Section 8 Housing Vouchers to be used in support of the Rental Rehabilitation
Grant Program. The application must be made within 30 days of the date of May 15,
1985 letter from the Department of Housing and Urban Development. We recommend that
the Board adopt Resolution No. 3458 authorizing the submission of an application for
43 additional Section 8 Housing Vouchers for use in the Rental Rehabilitation Grant
Program and authorizing the Executive Director to submit any additional information
in support of the application, as required by HUD.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3458, the
U. S. Department of Housing and Urban Development would withdraw their reservation
of 43 Section 8 Housing Voucher for use in the Rental Rehabilitation Grant Program
and the Housing Authority would lose the use of the rental assistance funds being
made .available in the contract authority.

RESOLUTION NO. 3458
AUTHORIZING SUBMISSION OF APPLICATION FOR
ADDITIONAL SECTION 8 HOUSING VOUCHERS .
FOR USE IN THE RENTAL REHABILITATION GRANT PROGRAM
WHEREAS, Section 8 of Title II of the Housing and Community Development Act
of 1974 provides for a program of Housing Assistance Payments to
residents of existing housing; and,
WHEREAS, the Housing Authority of the County of Contra Costa has been
invited to apply to the U. S. Department of Housing and Urban
Development for 43 additional Section 8 Housing Vouchers for use
in the Rental Rehabilitation Grant Program for FY 1985; and
WHEREAS, the Housing Authority of the County of Contra Costa has been
designated as the contractor to undertake implementation of the
Rental Rehabilitation Grant Program for Contra Costa County and
for the City of Concord:
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Housing Authority of the County of Contra Costa hereby authorizes
its Executive Director to file an application with HUD for addi-
tional units under the Section 8 Housing Voucher Program, for
additional Section 8 Housing Vouchers to be used for the Rental
Rehabilitation Grant Program.
The Executive Director is further authorized to submit any
additional information in support of the application which may be
required by HUD.
This resolution shall take effect immediately.

AYES: Commissioners Powers , McPeak, Schroder , Torlakson,
Fanden .
