MEMORANDUM OF UNDERSTANDING FOR SECOND UNIT PROGRAM
I. RECOMMENDED ACTION:
Approve participation of the Housing Authority in the Second Unit Program along
with the Contra Costa County Department of Community Development and the San
Francisco Development Fund and authorize the Executive Director to sign a Memorandum
of Understanding which covers the program description and scope of responsibilities,
as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funds for implementing the Second Unit Program will come from the San Francisco
Development Fund, the San Francisco Foundation and the Community Development Block
Grant funded Rental Rehabilitation Program operated by the Housing Authority.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The San Francisco Development Fund has received Foundation grants to develop
and implement a program which will provide additional units of affordable housing by
making better use of existing housing stock. The Second Unit Program will be
accomplished by creating second units in single family properties. Preference will
be given to owner occupancy and/or tenants who are lower income, elderly or
physically handicapped and would be a source of additional affordable rental housing.
The Second Unit Program has three primary components:
Local support and consideration of second units through ordinances or
local planning and zoning practices that encourage the creation of
second units without undue restrictions or complications.
Financial incentives which would provide funds to subsidize loans for
the creation of second units.
Operational assistance which would provide guidance and advice to
homeowners to help them through the process of creating the unit,
finding the tenant and generating rental income.

At its Regular Meeting on Monday, May 13, 1985, the Advisory Housing Commission
moved to recommend approval of the Second Unit Program and to authorize the Executive
Director to sign the Memorandum of Understanding and proceed with implementation of
the program.
A copy of the Memorandum of Understanding is attached.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the Second Unit Program,
the Board would be adopting a posture contrary to its position of providing.
affordable rental housing in Contra Costa County as outlined in its report
"Affordable Housing in Contra Costa County: A Blueprint for Action", adopted on
March 15, 1983.
