SUBJECT: PROPOSED WATER USE AGREEMENT WITH THE CITY OF BRENTWOOD
I. RECOMMENDED ACTION:
APPROVE water use agreement with the City of Brentwood and AUTHORIZE its
execution by the Executive Director of the Housing Authority of the County of Contra
Costa, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The approval of this water use agreement with the City of Brentwood should
greatly lessen any financial impact on the Housing Authority caused by the change-
over from Housing Authority supplied well water to East Bay Municipal Utility
District water. The water use agreement provides for a reduced price of $0.7025 per
1,000 gallons, which would engender a savings of $.15 per 1,000 gallons.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Since 1942, the Housing Authority of the County of Contra Costa has supplied
the residents at CAL 11-4, Los Nogales, Brentwood, with well water. Over the years,
the pump, pumphouse and storage facilities for the well water have been upgraded and
replaced a number of times. In recent years, the quality of the water has begun to
deterioriate. During the times that the well must be cleaned and purged, the
resdents at Los Nogales are served by City of Brentwood water for which the Housing
Authority pays the normal price.
Recently the City of Brentwood entered into an agreement with East Bay
Municipal Utility District to supply water to the City of Brentwood. In an effort to
assure good quality water for the residents at Los Nogales, Housing Authority staff
met with staff from the City to discuss the feasibility of the Housing Authority
development being included in the new water agreement.
As the City of Brentwood has developed a five acre park adjacent to the Housing
Authority development the City and Housing Authority were able to work out an
agreement whereby the City would use the Housing Authority-owned water well for
irrigation purposes and would sell the Housing Authority domestic water for use in
the Los Nogales development at the reduced price of $0. 7025 per 1,000 gallons, for a
savings of $.15 per 1,000 gallons over the market water rate for residential use.

At its Regular Meeting on Monday, May 13, 1985, the Advisory Housing Commission
recommended approval of the water use agreement with the City of Brentwood and
authorization for its execution by the Executive Director of the Housing Authority.
IV. CONSEQUENCES OF LEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the water use agreement
with the City of Brentwood, the Housing Authority would need to locate another outlet
for purchase of residental use water for the Los Nogales development. It is
anticipated that any other source of residental use water would much more costly than
that being offered by the City of Brentwood. Additionally, because of the continuing
deterioration of the quality of the well water now available to the Los Nogales
development, the Board of Commissioners would be adopting a posture contrary to its
position of providing decent, safe and sanitary housing.
