THE BOARD OF SUPERVISORS OF CONTRA - COSTA COUNTY, CALIFORNIA
Adopted this Order on June 25 , 1985 , by the following vote:
AYES: Supervisor Schroder , McPeak, Torlakson and Fanden

SUBJECT: Rezoning Application 2620-RZ and DP 3060-84, Pleasant Hill
Bartd Station area .
This being the time for hearing the application of Walnut
View Properties (Applicant & Owner) to rezone property (2620-RZ) in
the Pleasant Hill Bartd Station Area from single Family Residential
District (R-10) to Planned Unit Development District (P-1) and Final
Development Plan 3060-84 for an office complex;
Harvey Bragdon, Assistant Director of Community
Development , described the site as being 55 ,000 square feet located
on the east side of Brockhurst Court , including properties at 100,
1109 1209 130 and 140 Brockhurst Court in the Pleasant Hill Bartd
Station area.
Mr . Bragdon advised that the Planning Commission recom-
mends that the project be approved subject to conditions .
The Chairwoman declared the hearing open and no one
appeared to speak . The public hearing was closed .
Supervisor McPeak recommended that since there is no oppo-
sition, and the project is consistent with the plans for that area,
it be approved with conditions .
IT IS BY THE BOARD ORDERED that the recommendation of the
County Planning Commission is APPROVED and that rezoning application
2620-RZ and Development Plan 3060-84 are APPROVED subject to con-
ditions (Exhibit A attached hereto and by reference made a part
hereof) and the Board hereby adopts the Planning Commission' s
reasons as set forth in its Resolution No . 22-1985 as its deter-
minations for this decision.
IT IS FURTHER ORDERED that Ordinance No . 85-43 giving
effect to the aforesaid rezoing is INTRODUCED , reading waived and
July 16, 1985 is set for adoption of same .

CONDITIONS OF APPROVAL FOR 2620-RZ and 3060-84:
I. This application is based upon the following exhibits subject to the following
conditions:
a) Exhibit A - Site and 1 st Floor Plan.
b) Exhibit B - 2nd Floor Plan.
c) Exhibit C - 3rd Floor Plan.
d) Exhibit D - Garage Floor Plan.
e) Exhibit F - Elevations.
f) Exhibit F - Sections.
g) Exhibit G - Elevation and Section Details.
h) Exhibit H - Preliminary Landscape Plan.
2. Approval is based on the aforesaid exhibits, and following conditions, however the
development is subject to further review and approval by the Zoning Administrator.
The Pleasant Hill BART Station Specific Plan shall serve as the basis for all review
and it may be that additional requirements, conditions and/or modifications may be
specified following detailed review.
3. This approval is limited to a maximum of 49,794 detailed gross square feet and 42,100
net square feet of office.
4. Uses allowed shall include administrative and professional offices, business support
services, financial, insurance and real estate office, medical services research
services and day care facilities as defined in the Specific Plan.
5. The applicant shall comply with the Parking Policies of the Pleasant Hill BART
Specific Plan. This includes:
a) Provide parking at 3.3 spaces for each 1000 net rentable square feet.
b) The applicant shall submit for review and approval a Transit Systems
Management Plan which shall include transit goal oriented programing and
monitoring and enforcement procedures. Participation in an approved areawide
Transit Management Program (and/or Association) established to implement the
transit goals of the Specific Plan may satisfy this condition.
c) If parking is gated, the method of entry shall be subject to review and approval
by the Zoning Administrator.

6. The projecLshall comply with the following landscape requirements:
a) A detailed landscape plan shall be submitted prior to the issuance of a building
permit indicating plant sizes, locations, and names. Outdoor lighting shall also
be shown on the plan.
b) Approved landscaping shall be installed prior to occupancy of any portion of any
building.
c) The landscaping plan shall incorporate the Specific Plan requirements and be
consistent with the areawide design guidelines currently being prepared.
d) The area between the sidewalk and curb and property line shall be landscaped
and maintained by the developer.
7. Prior to the issuance of a building permit the applicant shall submit a complete sign
program. The design of all signs shall be as specified in the Pleasant Hill BART
Station Specific Plan, relative to location, scale, colors, materials, illumination, size
and copy. Sign design shall be consistent throughout the project.
8. The applicant shall comply with the requirements of Central Contra Costa Sanitary
District and the Contra Costa Water District.
9. Comply with the requirements of the Contra Costa Consolidated Fire District.
10. The applicant shall pay all applicable development fees not covered by participation
in Assessment District 1983-1 prior to issuance of any building permit.
11. Comply with the requirements of the Public Works Department as follows:
A. Unless exceptions are soecifically granted, comply with the requirements
of Division 1.005 (Road Dedication and Setbacks) of the County Ordinance
Code. This includes the following:
1 . Prior to the issuance of anv huildinq Dermits, convev to the
Countv, by Grant Oeed, those Droperties east of the 6rockhurst
Court centerline which are necessary for ouhlic improvements. The
area to be deeded shall he free of anv liens or assessments.
2. Reimburse the. RedeveloDment Agencv for the cost of the acquisition
of the portion of the Cressman property east, of the proposed Oak
Road centerline. This cost may he reduced throuqh contributions
from other developers.
3. Relinquish ahutter's rights of access along the proposed Oak Road,
with the permanent exceptions of an access near the northerly end
of Subarea 1 and an access north of the Las Juntas Wav/Oak Road
intersection.
B. In accordance with Section 89-2.014 of the Countv Ordinance Code, this
development shall conform to the reauirements of Division 914 (Drainaq 0
of the Subdivision Ordinance.

C. Prevent storm drainage, oriainatina on the Dronertv and conveyed
in a concentrated manner, From' draining across the sidewalk or on
driveways.
0. Convev to Contra Costa County, by Grant need, the future 'Iripvelooment
rights" over that oortion of the existinq creek traversinq the property.
The area for which development rights are to he deeded are to be
determined by using the criteria outlined in Chapter 914-1-0, "Easements",
of the Subdivision Ordinance.
1 . Submit a metes-and-hounds description and a plat, prepared by
a licensed land surveyor or reoisterpd civil engineer, for the
ahove-mentioned Grant peed to the Public Works Department, Land
Development Division, for review and the preparation of instruments.
2. The above instruments will he prepared by the Public Works Depart-
ment, Land Development Division, uoon request by the applicant.
E. -Furnish nroof to the Public Works Department, Land Develooment Division,
of the acquisition of all necessary rights of entrv, permits and/or
easements for the construction of off-site, temporary or oermanent,
road and drainage improvements. -
F. ' Submit site qradinq and drainage plans to the Puhlic Works Depart-
ment, Land Development Division, for review and armroval prior to the
issuance of any buildinq permit or the construction of site improvements.
G. Install all new utility distribution services underground.
H. r.omDl'v with the drainage fee requirements for Drainage Area 44B as
adopted by the Board of Supervisors. The applicant is financinq this
drainage fee through Assessment District No. 1983-1.
