SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
The Issue
At the June 11, 1985 meeting of the Board of Supervisors, the Blakemont Property Owners
Association (BPOA) requested the County's financial support to develop a Plan of Control
for a Geologic Hazard Abatement Di'strict.(GHAP) in the Kensington area. The area has
become known as the Blakemorit slide.
Background
The Blakemont slide is a complex of small landslides and" broken utility lines in Kensington
below Arlington Boulevard and west-to C'olusa*Avenue to withiri'the City i0f El Cerrito. It
has affected land, structures And underground
erground' lines. '
The boundaries of the landslide are
not yet known but include between 100 and,150 homesites and some larger parcels,
probably'including part of the.Blake Estate of the University of California'. The 'area is
estimated at 19 acres.
Damage has been reported since the area was first subdivided in the_
e 19301s, and was
aggravated during severe 1981-82-83 winters.
Ageology and soils consultant to the BPOA has been selected to prepare a'Plan of
Control., The cost estimate to the BPOA is $62,100. However, the estimate will be raised
to account for inflation and other factors on July 1st, At 'a meeting on March 21, 1985
between the County Public Works Department, Community Development Department, the
BPOA and utility districts (EBMUD, -PG&E*, Stege Sanitary) the consultant, and Supervisor
Powers,. it was suggested that the County could support what*would be in effect, a non-
guaranteed loan',or "front money"'. Support was 'also indicated by the" utility districts;
however,
owever, leadership support from. the County, as. the lead jurisdiction; was requested by
the others-as a pre-condition.
Some assurance was requested indicating that most pro' y
pert owners of this area are in
support,of the studies, knowing that as a result of the formation of a CHAD, assessments
would be added to. their property tax bills. BPOA obtained support of 103 owners, a large
majority of-the affected owners. About half would commit $360 to $600 for 15 years, and
over one-third would commit $600 to $900 per year.

Blakemont GHAD
Once the Plan of Control has been prepared with a stabilization cost estimate, a GHAD
could be formed in 30 to 60 days. The cost would be borne by all owners of property
including the County and the City of El Cerrito, based on a formula to be presented with
the Plan of Control. Bond sales would raise the needed revenue. If a GHAD is formed,
front monies would be credited against actual assessments. If a GHAD were not formed,
the County's contribution would not be reimbursed.
Milton Kubicek of the County Flood Control District has evaulated the benefits of
supporting the preparation of the Plan of Control. Briefly, they include the following:
1) Information from the geology, soil and drainage studies for the Plan of Control
will help the community and the County staff to better understand the causes
of instability and to more carefully watch identified critical areas. It would
thereby enable reduced response time to many citizen complaints on problems
in the area.
2) The geotechnical report would be obtained by the County for its use as well as
use for the homeowners association. Positive action supporting the studies
would indicate the County's desire to obtain information necessary to guide its
actions to control local movement and drainage problems.
3) With County participation, community interest in controlling the slides should
increase. In two ways this attitude enhancement would benefit the
community. Favorable reaction to formation of a GHAD and self-assessment
should increase, and the individual homeowners would receive information on
controlling runoff and local movement on their individual properties. Proper
individual actions would benefit the whole community.
Financial Impact
County participation amounting to $30,000 to $35,000 has been tentatively agreed to be
appropriate. The estimated total costs will probably reach nearly $80,000 by fiscal year
1985-86.
Recommendation
It is recommended that the Board consider, for the 1985-86 fiscal year, a budget item of a
maximum of $35,000 for County support for preparation of a Plan of Control for the
Blakemont landslide.
This matter is scheduled before the Board of Supervisors on June 25th.
