SUBJECT: Authorizing Execution of Non-financial Worksite Agreements with
Five (5) SYJP Worksite Agencies
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private
Industry Council, to execute on behalf of the County, Non-financial
Worksite Agreements with the five (5) Summer Youth Jobs Program
(SYJP) Worksite Agencies listed in the attached "Worksite Agency
Listing," as may be needed, for the period beginning June 25, 1985
and ending September 13, 1985, to provide work experience for
unemployed youths residing in Contra Costa County.
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By its Order dated June 18, 1985, the Board authorized execution of
SYJP Worksite Agreements with two (2) Worksite Agencies, to provide a
total of sixteen (16) work experience positions for County's 1985
Summer Youth Jobs Program.
The herein requested action will add five (5) additional Worksite
Agencies who will each provide one (1) SYJP work experience position.
Youths residing in Contra Costa County will be hired into these
positions as temporary County employees.
This action will also complete the programming for use of the $29,000
donation from Chevron USA Inc., for wages and fringe benefits for
SYJP participants.

SUBJECT: Authorizing Execution of SYETP Contract Amendment with Contra Costa
County; Superintendent of Schools (19-1062-1)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)-& BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute, on behalf of the County, standard form Contract
Amendment #19-1062-1 with the Contra Costa County Superintendent of
Schools, effective July 1, 1985, to provide approximately 75
additional youths with work experience and to provide additional work
experience hours to participants under the County's Summer Youth
Employment and Training Program (SYETP) and to increase the Contract
Payment limit from $1,190,672 to $1,291,091, subject to approval of
County Counsel as to legal form.
Further, the above authorization is subject to the execution of a
unilateral modification to the County's two-year Job Training
Partnership Act (JTPA) Grant Application by the State Job Training
Partnership Office (JTPO), providing for said increase in services and
funding.
II. FINANCIAL IMPACT:
None. 1009 federal funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
By its Order dated June 4, 1985, the Board authorized execution of
SYETP Contract #19-1062-0 with the County Superintendent of Schools,
for the term beginning April 1, 1985 and ending September 30, 1985,
with a maximum payment limit not to exceed $1,190,672, to operate the
County's 1985 Summer Youth Employment and Training Program.

The Contra Costa County Private Industry Council has received
notification from State JTPO that additional funds have been awarded
to the County's SYETP program, and that the County's total overall
alloc,ation for said program (including carryin) has been increased
from $1,262,006 to $1,368,835. Further, these additional funds will
be awarded to the County via a unilateral modification by the State.
The Contract Amendment is necessary in order to ensure that additional
SYETP, funds (100% federal) are expended and service provided within
the contract term.

SUBJECT: Authorizing Execution of JTPA Title II-A Vocational Training � ��1
Agreement with Beauty Masters, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) $ BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry
Council; to:
(1) execute on behalf of the County, standard form Vocational
Training Agreement 4878 with Beauty Masters, Inc., a Professional
School of Cosmetology (a California Corporation) 2255 Ygnacio
Valley Road, Walnut Creek, CA 94598 for the term beginning July
1, 1985 and ending June 30, 1986, to provide vocational training
in certain occupational titles to individually referred JTPA
participants, and at certain fixed fees as shall be specified in
said agreement; and
(2) execute additional standard form Amendment Agreements with.Beauty
Masters, Inc. as may be needed for periodic revisions, such as
adding or deleting a training course, changing the training fees
or to comply with changes in State or Federal regulations.
II. FINANCIAL IMPACT
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Allocation of Job Training Partnership Act (JTPA) Title II-A funds for
County's overall JTPA Vocational Training Program for federal fiscal
year 1985-86 was approved by the Board on May 14, 1985.
The heiein requested action will add an additional Training
Institution to the existing list of Institutions (Contractors)
approved by the Board by its action on June 18, 1985, and will allow
the referral of JTPA-eligible participants for training in Cosmetology
and related occupations.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry
Council, to conduct contract negotiations with the Acalanes Union High
School -District to operate the County's Program Year (PY) 1985-1986
Job Training Partnership Act (JTPA) Title IIA 8% State Education
Coordination and Grants '(SECG) program for the period beginning July
1, 1985 and ending June 30, 1986, with a maximum payment limit not to
exceed $119,070.
II. FINANCIAL IMPACT:
None. 100% federal funds.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
III. On May' 14, 1985 the Board authorized execution of Modification #3 to
Contra Costa County's two-year Job Training Plan (County #19-8026-9),
which included SECG activities to be carried out through June 30,
1986. `Upon execution of said modification by the State, an SECG
Cooperative Agreement will be developed and executed between County
and the California Department of Education, authorizing said program
and services.

The Private Industry Council of Contra Costa County has approved
selection of the Acalanes Union High School District to operate said
program for the period indicated above.
This program will provide classroom training, basic education, on-the-
job training, job development and placement services to approximately
60 disabled high school students residing in Contra Costa County,
excluding the City of Richmond.
Funds for this contract are 100% federal and are subject to certain
matches in non-JTPA in-kind contributions by the Acalanes Union High
School District.
