I , MIM ACTION: Approve and authorize the Public Works Director to execute on behalf of the County a contract with D. J. Smith Associates, Incorporated for professional services in . transportation planning and governmental affairs in relation to the County's interests in transportation at a cost of $3000 per month frau July 1, 1985 through June 30, 1986. II. FINANCIAL IMPACT: The cost of services is $3000 per month, or $36,000 for the duration of the contract, funded entirely from gasoline tax receipts. III. REASONS FM M"MCQMMENDATION/$AC GECM: D. J. Smith Associates, of Sacramento, California has been under similar contract to the County for the past three years, providing advice and direction to County staff in the area of transportation planning and finance. D. J. Smith is also a registered lobbyist in Sacramento and has assisted the County in developing and directing legislation of importance to the County at both the State and Federal levels. Under previous contracts, D. J. Smith has assisted the County in obtaining two grants, totalling $10.9 million for purchase of the abandoned San Ramon Branch Line of the Southern Pacific Railroad Right of Way; obtaining fifty percent State funding (approxi- mately $13 million) and advancement of construction dates for five freeway inter- changes; getting the 1680/SR24 interchange designated as an interstate canpletion project, funded at $115 million, in federal legislation; getting the SR4 Brentwood Bypass project funded and in the STIP with an early construction date; developing legislation to create a County Transportation Advisory Commission; and developing a Countywide Transportation Plan. During 1985-86 there are several major unmet needs and projects in Contra Costa County that Will require considerable effort by D. J. The most significant loss would be the legislative and lobbying effort in Sacramento which has been successful in bringing millions of additional dollars to Contra Costa County and advancing the scheduling of important projects.
