SUBJECT: Approval of Renewal Contract #26-013-13 with
Council of Churches of Central Contra Costa County
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County, Renewal
Contract #26-013-13 with Council of Churches of Central Contra Costa County in the
amount of $62,464 for the period July 1, 1985 - June 30, 1986 for provision of
Protestant chaplaincy and counseling services at County Hospital, Juvenile Hall,
and County Detention Facilities. This document includes a three-month automatic
extension from June 30, 1986 through September 30, 1986 in the amount of $15,616.
II. FINANCIAL IMPACT:
County funding for this service will be included in the FY 1985-86 Enterprise I
Budget. The Renewal Contract payment limit represents a 5% increase over the
FY 1984-85 contract payment limit.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
For a number of years the County has contracted with the Council of Churches for
Protestant chaplaincy and counseling services at Juvenile Hall, County Hospital,
and the Adult Detention facilities.
In 1982 the Finance Committee recommended to the Board of Supervisors some alter-
natives to equalize the contract payment limits for services provided by the
various County institutions. Subsequently, the County Administrator's Office con-
vened a meeting with representatives of the Contractor, the Sheriff-Coroner, the
Probation, and Health Services Departments. The result of this meeting was a nego-
tiated single contract between the Contractor and the County, with a payment limit
totaling the combined payment limits of the three existing contracts.
The County Departments involved with this contract agreed that the new contract
would be administered by the Health Services Department. The first year's funding
was accomplished by a transfer of funds for the Sheriff's and Probation
Department's portions from the General Fund into Health Services' Enterprise I
Fund. Thereafter, the Sheriff's and Probation Department's budgets were reduced by
the amounts formerly designated for their chaplaincy contracts, and the payment
limit of the new combined contract has been allocated to the Health Services
Department.

On November 8, 1983 the Board approved Contract #26-013-11 with Council of Churches
of Central Contra Costa County for Protestant chaplaincy services at County
Hospital, Juvenile Hall, and County Detention Facilities and on August 21, 1984
approved Renewal Contract #26-013-12 continuing services through June 30, 1985.
Renewal Contract #26-013-13 will continue Protestant chaplaincy services at County
Hospital, Juvenile Hall, and County Detention Facilities through June 30, 1986.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
ServicesDepartment).
