SUBJECT: Approval of Contract Extension Agreement #22-146-11 with
Catholic Charities - Diocese of Oakland
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County, Contract
Extension Agreement #22-146-11 with Catholic Charities_ - Diocese of Oakland
effective June 30, 1985 to. extend Contract #22-146-9 (effective July 1, 1984
through June 30, 1985, as amended by Contract Amendment Agreement #22-146-10 which
was approved by the Board on March 5, 1985) through July 31, 1985 for the provi-
sion of interpreter/translator services for refugees at health care facilities with
a $5,191 increase in the contract payment limit.
II. FINANCIAL IMPACT:
Approval of this extension will result in an increase in the contract payment limit
of $5,191, from $62,293 to a new total payment limit of $67,484. This program will
be totally funded through a contract with the State Department of Health Services.
On June 4, 1985 the Board approved submission to the State of Funding Application
#29-259-13 for continuation of refugee preventive health services. Upon approval
of the application by the State, funding will be included in the FY 85/86 .budget.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 18, 1984 the Board approved Contract #22-146-9 with Catholic Charities -
Diocese of Oakland for interpreter/translator services for refugees at health care
facilities. The purpose of Contract Extension Agreement #22-146-11 is to continue
interpreter services for an additional month while the County's application for
FY 85/86 funding is reviewed by the State. The department has been trying to
establish a County classification of Public Health Aide (Translator Position) in
order to hire translators rather than continue contracting for this service. Until
a County classification is established, the contract with Catholic Charities is
necessary to help refugee clients understand their health problems and follow
instructions for medication and treatment. The interpreters translate for the
refugee clients at County clinics and enable the County's physicians and nurses to
provide appropriate health care services.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department).
