SUBJECT: Approval of Contract #24-757-8 with the State Department of Vocational
Rehabilitation
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AN; JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County, Contract
#24-757-8 with the State Department of Vocational Rehabilitation in the amount of
$22,487 for the period July 1, 1985 - June 30, 1986 for employment rehabilitation
and training for alcoholics-who have participated in County alcohol programs.
II. FINANCIAL IMPACT:
The contract payment limit includes addition of a 4% COLA to the FY 1984-85 base
allocation from the State. For FY 198.5-86 the State has allocated $20,238 for this
program, and a 10% County match totalling $2,024 is required. The County portion
is budgeted in the Department's 1985-86 Fiscal Year Budget.
The federal government will add an additional amount of $93,735 (80% of the total
dollars spent) for these services in this County if the County provides a 10% match
to the State contribution of $20,238. Thus the total amount of money Available
will be $116,222, the breakdown of which is as follows:
$ 93,735 (contributed directly to Vocational Rehabilitation
by the federal government)
20,238 (contributed by the State)
2,249 (contributed by the County)
$116,222 TOTAL
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The State Department of Vocational Rehabilitation has a long history of providing
job training services for individuals who lack job skills or who are in need of
retraining. Individuals suffering from alcoholism are among those who have need of,
and who have been helped by, these services.
In order to insure the delivery of some of these services to alcoholics, a portion
of the funding of the State Department of Vocational Rehabilitation was earmarked
for job rehabilitation services to alcoholics. The County Alcohol Program Chief is
charged with monitoring this via this contract.
The citizens of the County suffering from alcoholism and in need of these services
receive a lot of services for the amount of County dollars spent.

IV. CONSEQUENCES of NEGATIVE ACTION:
(a) The County will lose $116,222 worth of services for which it is paying only
$2,249.
(b) 100 individuals suffering from alcoholism were employed as a result of these
services FY 1984-85. These services and the results will be discontinued with
the potential of these individuals applying for and receiving general
assistance which will cost the County much more money.
