Experience: Five years of full-time or its equivalent experience in criminal investigation work in a recognized law enforcement agency, at least three years of which must have been acquired in a District Attorney's Office. Substitution: Additional experience in general law enforcement work with a recognized law enforcement agency may be substituted for the required academic major or for the degree on a year-for-year basis up to a maximum of four years. KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of the techniques, methods and procedures used in criminal investigation and detective work; good knowledge of the California Penal Code and of California Narcotics Laws; knowledge of laws of arrest, constitutional rights of citizens, rules of evidence and court procedure; ability to effectively plan organize and direct the work of subordinates; ability to maintain cooperative relationships with representatives of other agencies and the general public; ability to keep records and to prepare clear, concise and comprehensive reports; ability to train subordinates in sound law enforcement, and investigative techniques; familiarity with criminalistics laboratory procedures incident to the detection of crime. M347 6/82 -- r AFT' Proposed Salary: C5-1784 ($2704-3286) Contt^a Costa County Revised & Retitled: June 1985 DISTRICT ATTORNEY LIEUTENANT OF INSPECTORS DEFINITION: Under general direction, to plan, organize and direct the criminal investigation activities of a branch office or a case management/preparation team for felony trials in the Martinez office; to personally conduct the more sensitive and complex criminal investigations; and to do related work as required. DISTINGUISHING CHARACTERISTICS: Positions in this class are responsible to the District Attorney Chief of Inspectors for the supervision of a team of criminal investigators involved in case management/preparation of felony cases in the Central Headquarters of the Department, of all criminal investigation activities in a branch office and the coordination of assigned activities with other functions of the Investigation Division of the District Attorney's Office. District Attorney Lieutenant of Inspectors is distinguished from District Attorney Senior Inspector in that the latter class represents the fully qualified or lead criminal investigator level of work within the District Attorney Inspector series. TYPICAL TASKS: Plans, organizes and supervises the work of subordinate investigation/ process server staff; establishes workload and case priorities and makes case assignments; monitors progress of investigations, assists and assigns additional staff when necessary and reviews final results for completeness and accuracy; confers with Deputy District Attorneys regarding the preparation of evidence and orientation of witnesses for the prosecution; coordinates investigations with other activities of the Investigation Division and with other interested law enforcement agencies; personally conducts investigations of sensitive and complex cases including political corruption and crimes involving law enforcement personnel ; gathers and preserves evidence at crime scenes and may testify as an expert witness in cases assigned; trains subordinates in investigative techniques and in the use of specialized equipment; assists the Chief of Inspectors in the selection of personnel and evaluates the work of subordinates; assists in the preparation of the budget for a branch office; assists the Chief of Inspectors in the establishment of division policy; prepares reports and correspondence, as required. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Certificate Required: Possession of a valid Intermediate Peace Officers' Standards an Training Certificate as defined in the California Administrative Code. Education: Possession of a baccalaureate degree from an accredited college or university with a major in criminology, law, police science, administration of justice or a closely related field. Experience: Three years of full-time or its equivalent experience in criminal investigation work in a recognized law enforcement agency, at least two years of which must have been acquired in a District Attorney's Office. Substitution: Additional experience as a police officer or criminal investigator in a recognized law enforcement agency may be substituted for the required academic major or for the degree on a year-for-year basis up to a maximum of four years. KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of criminal investigation principles, practices and methods; good knowledge of the principles and techniques of securing, evaluating and preparing evidence and exhibits for trial ; good knowledge of the California Penal Code and California State Narcotics Laws; knowledge of the laws of arrest, constitutional rights of citizens, rules of evidence and court procedures; knowledge of criminal laboratory procedures and techniques employed in the investigation of crimes; ability to plan, organize and direct the work of subordinates; ability to establish and maintain effective working relationships with other law enforcement agencies, officers and the general public; ability to keep records and prepare clear, concise and comprehensive reports.
