REASONS FOR RECOMMENDATION/BACKGROUND
Assembly Bill 1109 provides a tax credit to manufacturers in California who purchase .
recycled materials generated in California as feed stock for their products. The product
can be the result of recycling or reuse (e.g., wine bottles). The tax credit applies to
post consumer waste and not to materials from their own or a similar manufacturer. The
amount of tax credit varies1!'by material (e.g., paper receives a credit of 10 percent of its
purchase cost), and is dependent on the tax benefits and depletion allowances that the
virgin materials receive: This bill will substantially improve domestic markets for .
recycled materials, both in quantity used and in price paid, and will give recycled materials
an equal position in competition with virgin pulp and metals.
