HomeMy WebLinkAboutMINUTES - 06181985 - T.1 4 , I THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 18, 1985 by the following vote: AYES: Supervisors Powers , Schroder, MePeak, Torlaksong and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: The Public Hearing on Siting of Proposed West County Justice Center The Board' on June 119, 1985 fixed this time for hearing on the siting of the proposed West County Justice Center project. Phil Batchelor, County Administrator, commented on the increase in the inmate population at the Martinez Detention Facility, resulting in severe overcrowding and attesting to the need for another facility. Mr. Batchelor noted that approximately $37 million dollars is available to Contra Costa County in State bond funds to provide for the construction of a 560 bed County detention facility. To initiate preparation of the Environmental Impact Report , a site needs to be selected. He expressed concern that failure of the Board to act on this matter could jeopardize the State funds allo- cated for this project. Goerge Roemer, Director of Justice Systems Programs, described the procedures and criteria utilized for identifying the potential sites suited for the proposed new detention facility. Site comparisons included program factors , cost factors , the availa- bility factor, and enviromental factors . He advised that staff is recommending ,that the Atlas Road property (Site No. 9) in the City of Richmond be designated as a proposed site for the West County Justice Center Project. Richard K. Rainey, County Sheriff-Coroner, spoke on deten- tion facility programs and the need for a new detention facility. In order for the County to proceed in the planning process a site selection must be made. . He, too, expressed a preference for the Atlas Road site. The Chair then declared the hearing open and the following persons spoke: Boaston Woodson, 504 Market Ave. , Richmond, representing the Citizens Against Crime and the North Richmond Baptist Church favored the Atlas Site. Amos Adams, Jr. , 1734 Truman St . , Richmond, wanted programs to deter people from being incarcerated, however, he indi- cated support for the Atlas site. Isaac N. Duncan, Sr. , 800 Griffin. Dr. , Richmond, favored Site No. 9, and felt that the jail would provide a positive influence as a deterrent to breaking the law. John Goulartev 527 Buena Vista Dr. , Pinole . Did not 'believe that the County had sufficient 'capital to fund the jail. He felt that another hearing should be held on this matter. David Sylstra, Chief of Police, City of San Pablo, #5 Alvarado Sq. , San Pablo, expressed approval of Site 9. He advised that the Board will soon be receiving a resolution adopted by the City Council of the City of San Pablo, supporting Site 9.
