To replace H. Vance Austin, who resigned April 16, 1985, appoint Shirley Winthrop. of Brentwood for the term expiring May 31, 1987. 2 . To replace Irene Demlinger, whose term expired May 31 , . 1985 and was not seeking reappointment, appoint Dennis Lepak of Martinez, who is a Probation Officer carring an Adult placement caseload, and who has a Master' s Degree in Counseling. Mr. Lepak is being appointed to the Marriage and Family Counseling position on the Board. 3 . Reappoint to the Mental Health Advisory Board the following individuals whose term expired May 31, 1985 and who have requested reappointment: Edith Benjamin Dr. Howard Blankfeld Marne Goodman June Skarr all for terms !to expire May 31, 1988. BACKGROUND: We have received several communications from the Mental Health Advisory Board making recommendations to fill vacancies and to reappoint incumbent members of the Advisory Board. Copies of this correspondence are being filed with the Clerk of the Board. Contra Costa TO: BOARD OF SUPERVISORS County FROM: WATER COMMITTEE DATE: JUNE 10, 1985 SUBJECT: WATER COMMITTEE REPORT - WATER WELL REGULATIONS Specific Requests or Recommendations & Background & Justification RECOMMENDED ACTION 1. Acknowledge that the lWater Committee held a meeting for review and public input of proposed water supply regulations which has resulted in the Health Officer adopting the-, regulations after proper notice. 2. Request the Health Services Department to appear, on behalf of the Board, at the Mayors Conference encouraging those cities who have not adopted the "County Well Ordinance" to do so and further request each . Supervisor to be prepared to submit letters to cities within their district who have not adopted the ordinance to also do so. FINANCIAL IMPACT None. REASONS FOR RECOMMENDATION/BACKGROUND p At the June 10, 1985 meeting of the Board of Supervisors Water Committee, public input and comments on proposed water supply regulations were heard. The proposed water supply regulations implement the Clounty's Well Ordinance adopted previously. During the meeting, it was 'brought to the attention of the Committee that many cities have not adopted the County's Well Ordinance: The Committee feels that it is important that each city adopt the ordinance so that the groundwater can be protected from potential contami- nation. The Department of1flealth Services sees the water well ordinance and regulations as being important to protectl!the water resources of the County. In order to encourage those cities who have not acted to do so, it is appropriate for the Department of Health Services, on behalf of the Board, to make a presentation at the Mayors Conference explaining the importance of the ordinance. Also, individual Supervisors 'should write letters to those cities within their districts who have not adopted the Ordinance encouraging them to do so. The State Department of Water Resources has stated a willingness to assist the County in this matter. After the Water Committee meeting, the Health Officer will post the water supply regulations and they will subsequentlyjbe adopted. The Health Officer has the authority to approve the regulations since the Board of Supervisors has already approved the Water Well Ordinance. Those in the water well industry who assisted the Department of Health Services in developing the ordinance and regulations have been sent letters of appreciation by Supervisor Torlakson, Chair of the Board's Water'Committee.
