SUBJECT: Quarterly Meetings on Fire District Issues
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
i . Approve the attached report from the County Administrator's
Office.
2. Request the County Administrator' s Office to develop an
agenda for quarterly meetings of the Board of Supervisors on
fire district issues with the Fire Chiefs' Association and
present the agenda to our Committee for review and approval
prior to eachquarterly meeting.
3 . Schedule timelfor the first such quarterly meeting
preferably on ' July 23 , 1985, or at a time acceptable to the
Board.
BACKGROUND:
One of the fire district issues on referral to our Committee is
the assignment to prepare agendas for quarterly meetings of the
Board on fire issues and to schedule such meetings.
The attached report from the County Administrator's office
suggests that the first such meeting be scheduled for July 23,
1985, which is the date on which the Board will be adopting the
final budgets for the fire districts and will be allocating the
Special District Augmentation Fund. The County Administrator' s
Office has suggested several items which might be discussed at
this or subsequent quarterly meetings.
On June 10, 1985, !our Committee met with representatives from
several of the fire districts. It was suggested that the County
Administrator' s Office meet with the Fire Chiefs' Association to
prepare a proposed agenda for each of these quarterly meetings
and forward them to our Committee for review.
We are suggesting that these quarterly meetings be in the form of
a workshop setting, with each such meeting dealing with one or
more major long-term issues confronting the fire service in this
County. These workshops should provide an opportunity for staff

to present the background on each issue, along with proposed
recommendations on what action the Board should take. The Board
may then wish to red 1:eive some input from the fire districts and
the general public before dealing with staff's recommendations.
We are suggesting that both the independent districts as well as
the Board-governed districts be invited to these workshops and
that as many of the �Fire District Commissioners as possible plan
to meet with the Board to discuss these major issues confronting
the fire service.
Our Committee believes that this type of quarterly forum will
provide an .appropria,"te method of continuing to deal with many of
the issues confronting fire service and can strengthen the
relationship between the Board, the fire districts' Boards of
Commissioners, the Fire Chiefs, and the Firefighters ' unions.
Since the fire district budgets are being considered by the Board
on July 23 , we feel this might be an appropriate date for the
first such quarterly meeting. In any event, the Clerk of the
Board thereafter should schedule such workshops on approximately
a quarterly basis.

This is in response to your Committee' s proposal that the
Board of Supervisors specifically schedule fire district issues
for consideration by the Board on a quarterly basis.
To that end,1; it is suggested that the first such meeting
be scheduled for 'July 23 , 1985 which is the date scheduled for
adoption of the fire district final budgets and allocation from
the Special District Augmentation Fund.
Additional meetings could be scheduled on a quarterly
basis following the July 23 , 1985 meeting. Some suggested
agenda items areas follows:
• Fire district budget process
• Capital outlay review process
• Fire district facilities earthquake damage
preparedness
• Status �xeport on fire district five-year staffing
and facilities plans
• Charge homeowners for responding to emergency calls
if costs are claimable against homeowner' s insurance

• Goals and objectives regarding the relationship
between fire district labor and .management

In additionito discussing the potential items for the
quarterly meetings, it is suggested that consideration be given
to the treatmentjof these items on the agenda; that .is, are
they to be listed as timed items as in the case of a hearing,
or simply listedl' in the appropriate section of the agenda?
