Adopted this Order on June 18, 1985 , by the following vote:
AYES: Supervisors Powers , Fanden, Schroder , McPeak, and Torlakson
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Presentation of the Proposed County Budget for the
1985-1986 Fiscal Year.
Phil Batchelor, County Administrator , presented to the
Board the proposed. County Budget for the 1985-1986 Fiscal Year.
He noted that the Proposed Budget totals $352,518,582, an increase
of 2.8 percent above the 1985-1986 budget, as adjusted by Board
actions through April of this year . Mr. Batchelor pointed out that
although the recommended funding levels included in the Proposed
Budget are well below what the County Administrator's Office and the
departments believe to be adequate , they represent a realistic
spending plan that can be sustained during the 1985-1986 fiscal
year. The County Administrator recommended that the Board take the
following actions:
1 . Continue the policy recommended by the County's fiscal
advisors of maintaining a contingency level of not less
than 3 percent and move toward establishing a 5 percent
level as soon as feasible;
2. Approve a policy which states that if additional
program augmentations are recommended above the level in
the Proposed Budget a corresponding reduction must be
identified elsewhere in the budget;
3. Direct the County Administrator to re-examine all
revenue and expenditure estimates and prepare a report of
changes for consideration during budget deliberations;
4. If increased one-time discretionary revenues are iden-
tified as a result of this review, give priority con-
sideration to funding for possible salary increases in
departments' budgets first and use remaining funds for
critical unfunded items , with preference given to one-time
expenses so the budget can be insulated from the antici-
pated loss of several major revenue sources , such as
Revenue Sharing.
5 . Adopt the document presented by the County
Administrator as the 1985-1986 Proposed Budget;
6. Order publication of the required legal notices; and
7 . Set July 25, 1985 at 10:00 a.m. as the starting date
and time for Committee of the Whole deliberations on the
budget document , and August 12, 1985 at 10:00 a.m. to
begin the public hearings on the 1985-1986 Final -Budget .
Supervisor Schroder expressed his concern relative to
the impact reduced revenues would have on some programs-. He
recommended that requests for funds to continue a certain program
be limited to the department's budget having responsibility for that
program, i .e . , identify the source within a department where funds
are being requested .

In response to Supervisor Schroder's question as to the
amount of money being allocated to the Contingency for Reserves , Mr.
Batchelor advised that even though the County is moving toward a 5
percent reserve fund, $10.2 million has been designated for the
1985-1986 fiscal year , because of the one time loss of revenue that
must be absorbed this year .
In referring to recommendation No. 3, Supervisor McPeak
suggested that the County Administrator report on the feasibility
of using surplus County property in a joint venture with private
developers as a means to generate revenue for the County.
Supervisor Fanden proposed that a form be developed for
standardizing presentations on the various departmental and program
budgets and that the form be submitted in writing to the Board at
the time the budget is being reviewed .
Supervisor Torlakson commented on the reduction in revenue
and the impact it will have on county services , and advised that he
believed the public must be informed of the programs and services
that serve the residents in this County.
Supervisor Schroder spoke on the impact the proposed
change of the federal income tax structure could have on county
residents and possible consequences to the county.
There being no further discussion, IT IS ORDERED BY THE
BOARD OF SUPERVISORS that the recommendations of the County
Administrator are APPROVED.
IT IS FURTHER ORDERED that the County Administrator is
REQUESTED to report on the feasibility of using surplus county pro-
perty in a joint venture with private developers as a means to
generate revenue for the County.
IT IS FURTHER ORDERED that the County Administrator is
REQUESTED to review and report back to the Board on possible impact
of President Reagan's tax reform proposal on local government , par-
ticularly as it relates to not allowing an individual to claim a
deduction for local taxes on the Federal income tax return.
