SUBJECT: APPLICATION FOR ADDITIONAL FUNDS FOR COUNTY
LIBRARY LITERACY PROJECT

RECOMMENDED ACTION
Authorize the County Library to apply for and accept a minimum of $47,000%', to a
maximum of $82,000 of State funding for fiscal year 1985/86, as provided under
the California Library Services Act grant, for the continuation of Project
Second Chance, the County Library's adult literacy program.
FINANCIAL IMPACT

The Library will continue to pro 'de office space, some library materials,
supervision, and some clerical baIkup. No additional County funds are required.
REASONS FOR RECOMMENDATION/BACKGROUND
I
In 1984 the County Library receiv a one-year federal grant in the amount of
$62,000 under the Library Services and Construction Act, to develop an adult
literacy program. In 1985 the Li�rary received an additional $47700 under the
California Library Services Act t continue the program through June 1985.
During the past year and a half that the project has been in operation, 268
volunteer tutors have been trained, 403 functionally illiterate students have
been served, five resource centers have been established to serve the three
geographic areas of the county, a tutoring center in Central County has been
established in cooperation with Mt. Diablo Adult Education, three literacy
coalitions have been established to serve as advisory boards in East, West, and
Central County, and specially trained tutors have been placed in two of the
County's three detention facilities.
With the continuation of funding under the California Library Services Act, the
Library would: serve an additional 250 students, provide 10 training workshops
for newly recruited volunteer tutors, establish a tutoring centeriin the Pittsburg
area, and expand service to five additional local communities, tolone additional
detention facility and to persons with low-vision handicaps.
CONSEQUENCES OF NEGATIVE ACTION
The County Library would not be able to continue the adult literacy project. '
