SUBJECT: INDIGENT SERVICES PROGRAM FUNDS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve and authorize the Chairman to execute and the Health Services Director to submit
to the State Department of Health Services, an application for the 1985/86 Medically
Indigent Services Program funds in the. amount of 1 .8578% of the funds appropriated by the
Legislature and, further, to authorize the Chairman to execute the necessary Statements of
Assurances. -
BACKGROUND:
The Board has received a letter from the State Department of Health Services indicating
that in order to receive funds from the Medically Indigent Services program an application
must be submitted by the Board of Supervisors, including certain assurances. These
assurances include the following:
The County assures that it will be fully responsible for maintaining its eligibility
determination procedures for county residents eligible pursuant to Section 17001 , W. & I.
Code.
The County assures that eligibility standards adopted pursuant to Section 17001 , W. & I.
Code will be uniformly applied throughout the County, and that the costs of determining
the eligibility of indigent persons for the health services will be controlled within the
limits established by the Legislature, and accurately reported to the Department according
to procedures established for this purpose.
,The County assures that it will be fully responsible for all county authorized costs asso-
ciated with the provision of authorized services to its residents who qualify for
assistance under Section 17000, W. & I. Code. The State has no fiscal liabilities beyond
the funds provided pursuant to Section 16703 et seq., W. & I. Code.
The County assures that funds provided pursuant to subdivision (d) of Section 16703, W. &
I. Code will be spent only for the health services specified in Sections 14132 and 14021 ,
W.. & I. Code provided to county residents certified eligible for services purusant to
Section 17000, W. & I. Code.
The County assures that it will incur no less in net costs of county funds for county
health services for fiscal year 1985/86 than the amount required to obtain a maximum allo-
cation under Section 16702, W. & I. Code.

The County assures that in no event will funds provided pursuant to subdivision (d) of
Section 16703, W. & I. Code be expended for costs of services specified in county
Short-Doyle *plans which are in excess of the 125 percent limitation specified in Section
5705.1 , W. & I. Code.
The County assures that it will submit the required information in its fiscal year 1985/86
County Health Services Plan and Budget, in the form required, and according to procedures
established by the Department. This information will meet the requirements of sub-
division (c) of Section 16700, W. & I. Code and will provide budgetary information on the
use of funds provided pursuant to subdivision (d) of Section 16703, W. & I. Code.
The County will provide reports of information and of expenditures of funds for its
Medically Indigent Services program in the form specified, and according to procedures
established by the Department.
The County will maintain sufficient records, files and documents for a period of at least
four (4) years from the end of the fiscal year covered by this application, or in the
event of a State audit, until the audit has been resolved, whichever is later.
The County will provide to authorized representatives of the Department and authorized
agencies, access during normal working hours to all records, files and documentation
related to this application and the Agreement.
The total amount allocated to Contra Costa County for the Medically Indigent Services
Program is currently estimated to be $9,478,172 for the 1985/86 fiscal period, an increase
of $364,545 over the 1984/85 level .
