SUBJECT: Authorizing Execution of JTPA Child Care Contract with Contra
Costa Children's Council (County #19-7051-0)
SPECIFIC .REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I..` RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry
Council to execute on behalf of the County, standard form Contract
#19-7051-0 with Contra Costa Children's Council, for the term beginning
July 1, 1985 and ending June 30, 1986, with a maximum payment limit of
$27,700, to provide child care for children of County's Job Training
Partnership Act (JTPA) participants, and under terms and conditions as
more particularly set forth in said contract.
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
By its Order dated March 26, 1985, the Board approved the State's designation
of Contra Costa Children's Council as the agency to administer the State's
Child Care and Employment fund in Contra Costa County, and authorized
execution of JTPA contract #19-7049-0 with Children's Council to provide
child care under JTPA for the period beginning February 15, 1985 through
June 30, 1985.
At its meeting of May 9, 1985, the Private Industry Council Planning Committee
approved the continuation of child care services for appropriate JTPA clients
through June 30, 1986. On May 14, 1985, The Board approved submission of
Modification to the County's two-year JTPA Job Training Plan (County
419-8026-9) which included FFY 85-86 JTPA funding for said child care
services through June 30, 1986.
Approximately 45-50 County JTPA participants will receive child care services
through Contractor's child care program.

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute on behalf of the County, Non-financial Worksite
Agreements with the following named Summer Youth Jobs Program (SYJP)
Worksite Agencies, for the period beginning June 18, 1985 and ending
September 13, 1985, to provide work experience for unemployed youths
residing in Contra Costa County:

II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By its Order dated May 21, 1985, the Board accepted the $29,000 donation in
private funds from Chevron USA Inc., to provide employment opportunities
for twenty-one (21) County youths under the County's 1985 unsubsidized
SYJP Program, and authorized the Private Industry Council Director to
administer said funds for the payment of wages and fringe benefits for
SYJP youths.
The above listed Agencies will provide sixteen (16) work experience
positions for SYJP youths hired by the County as temporary County
employees.
The five (5) remaining positions will be assigned to agencies located
in East and West County, pending final selection of the agency(ies) by
the County's Private Industry Council and approval by the Board of
Supervisors.

SUBJECT: Authorizing Execution of JTPA Title II-A Vocational Training Agreements with
Sixteen (16) Vocational Training Institutions for PY 1985 - 1986
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council
to:
(1) execute, on beha Lf of the County, standard form Vocational Training
Agreements with sixteen (16) Vocational Training Institutions, named
in the attached "Vocational Training Institution Listing", to provide
training, at the tuition rates set forth in said agreements, to
eligible enrollees under the Job Training Partnership Act (JTPA)
Individual Referral Program, for the period beginning July 1, 1985 and
ending June 30, 1986; and
(2) execute additional standard form agreements and amendment agreements
with said Vocational Training Institutions as may be needed for
periodic revisions, such as adding or deleting a training course,
changing the training fees or to comply with changes in state or
federal regulations.
Ti. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
A total of $256,894 in federal funds has been allocated to operate the :
Individual Referral Training Program to provide training to approximately 177
JTPA - eligible Contra Costa County Private Industry Council residents. This
allocation was included in the County's modification for PY 185 to the JTPA Two-
Year (1984 -1986) Job Training Plan which was approved by the Board of
Supervisors on May 14, 1985.
