The six month contract extension period is recommended at this time
because one of the five projects, the Child Assault Prevention project
(CAP), may later receive AB2443 funding (effective January 1, 1986)
as a primary prevention project; thus, AB1733 funding freed from CAE. ,...O,
could be rebid or used to augment the other four contracts. The State .,
is requiring that the CAP program continue to be funded from AB17.331'0' :..
funds in the interim.
CONSEQUENCES OF NEGATIVE ACTION
Services as listed above would be inappropriately terminated. with possible
negative consequences to the community, the clients served, and the
contractors involved.

FINANCIAL IMPACT
By extending 1984-85 fiscal year contracts at the existing rate, there will be
expenditure of County funds prior to adoption of the budget. There is the
possibility that several of the contracts could be deleted from the FY 85-86
County budget and the three-month extensions of these contracts could result
in inappropriate expenditure of County funds. In addition, several of the
contracts may be increased or decreased for FY 85-86 and these payments would
be adjusted through Novation agreements.

REASONS FOR RECOMMENDATION/BACKGROUND
The Board has not yet begun its public hearing procedures relative to.-,,its,
adoption of a FY 85-86 County budget. During this interim period it has
been customary in past years to extend existing County funded contracts
pending adoption of the County Budget so as not to cause interruption of
service.. In addition, by extending the existing contracts, financial hardship
on. the contractors is minimized, some of whom have not had adequate notice
to allow them to make alternate plans for funding of their services.
CONSEQUENCES OF NEGATIVE ACTION
Services as listed above would be inappropriately .terminated with possible
negative consequences to the community, the clients served, and the
contractors involved.
