SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County, Contract #26-109-9 with Bay . Nurses, Inc. in the amount of $80,000 for the period July 1, 1985 - June '30, 1986 for provision of on-call Registered Nurses through this temporary help firm - nursing registry. II. FINANCIAL IMPACT: Funding for this service will be included in the FY 1985-86 Department Budget. Actual cost to County depends upon utilization. As appropriate, patients and/or third-party payors will be billed for services. The FY 1984-85 contract payment limit was $60,000, and the FY 1985-86 payment limit is $80,000. This increase is primarily due to three factors: Potential increased usage based on the prior year's historical data with regard to patient census and staffing levels; increased costs of contracting due to contractor's increased hourly rates; and increased use of this contractor because the Department intends to use two contract registeries instead of three instead of three as was done during the prior fiscal year. Registered Nurses under this contract will only be used during peak loads created by fluctuating patient census, in emergency situations, and to cover temporary absences of staff nurses or unfilled staff positions. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: County Hospital requires services of on-call Registered Nurses during peak loads, in emergency situations, and to cover temporary absences of staff nurses. A contract with a nursing registry is the most expeditious method of filling this need. The department has contracted with several such temporary help firms for nursing services. On September 18, 1984 the Board approved Contract #26-109-8 with Bay Nurses, Inc. (nursing registry) for on-call Registered Nurses. Contract #26-109-9 continues this service. The increased billing rate per hour for tem- porary work by a Registered Nurse under this contract is as follows: FY 84-85 FY 85-86 Classification Shift Hourly Rate Hourly Rate Registered Nurse 7 a.m. - 3:30 p.m. $22.7950 $ 23.1375 Registered Nurse 3 p.m. - 11:30 p.m. $ 23.8863 $ 24.2450 Registered Nurse 11 p.m. - 7:30 a.m. $ 24.8563 $ 25.2288 The only other change from last year's contract is the designation of Independence Day as a holiday (with payments at one and one-half times the normal billing rate) for a total of seven holidays per year. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department).
