HomeMy WebLinkAboutMINUTES - 06181985 - 1.35 TO: BOARD OF SUPERVISORS A.1 -035, Contra FROM: Phil Batchelor, County Administrator Costa DATE: June 12, 1985 County SUBJECT: Legislation: SB 702 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for SB 702 by Senator Diane Watson which would prohibit a health care provider from advertising itself as a "trauma facility" , "trauma hospital" , "trauma center" , "trauma care provider" , "trauma vehicle" , or similar terminology, unless the-use is authorized by the local Emergency Medical Services (EMS) Agency. BACKGROUND: Under existing law, local EMS agencies may designate trauma facilities as part of their trauma care system. This bill would prohibit facilities, or emergency vehicles, from using the term "trauma" unless they have been authorized to do so by the EMS agency. This additional control is considered necessary in order to make it clear to the public that a facility which advertises itself as a "trauma facility" has, in fact, been certified as meeting certain specified standards. In the absence of SB 702 , the use of the term "trauma" can become confused and meaningless to the public since it will not necessarily indicate that certain specified standards are maintained by the facility. Passage of SB 702 will strengthen the hand of the local EMS agency, and clarify for the benefit of the public that a facility that holds itself out to be a "trauma facility" has been so designated. The Health Services Director recommends that the Board support SB 702, and this office concurs in that recommendation. SB 702 passed the Senate May 9 in its current form by a vote of 35: 0 and the Assembly Health Committee June 4 by a vote of 11:1. It is currently pending a hearing in the Assembly Ways and Means Committee.
