HomeMy WebLinkAboutMINUTES - 06111985 - IO.2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 11, 1985 by the following vote: AYES: Supervisors Powers, .Schroder, McPeak, Fanden NOES: Supervisor Torlakson ABSENT: None ABSTAIN: None SUBJECT: SOLID WASTE SITING PROCESS The Internal Operations Committee having made a variety of recommendations to the Board on this subject and the members of the Committee (Supervisors Torlakson and Powers) having commented on various of the recommendations; and The members of the Board having heard comments from Nora Campbell in support of a publicly owned dump site and from Michael Tucevich, also in support of a publicly owned dump site; and The members of the Board having expressed their views on the various recommendations before them; It is by the Board ordered: 1. The Community Development Department is directed to prepare a more detailed work plan and timetable for the following issues, and return the report to the Board of Supervisors: A. The need for and possible location of transfer stations in : the County. B. The need for workshops with the cities on landfill sites, transfer station sites, solid waste rates, and the need for a public agency to control the wastestream. This study should also include an estimate of the cost for each of these items. 2. The County Counsel and staff of the Community Development Department are directed to develop a legislative program which can be shared with this County' s legislative delegation. This program should include a mechanism for authorizing a public agency to control the wastestream in the incorporated and unincorporated areas of the County through a mechanism like the Solid Waste Plan. 3 . The Community Development Department is directed to prepare letters to the franchising jurisdictions which responded to the Boards survey, thanking each jurisdiction for their response. These letters should be prepared for the Chairwoman' s signature. 4. The Community Development Department is directed to follow up with each jurisdiction that has not responded to the Board' s questionnaire requesting a response at the jurisdiction's earliest convenience. 5. The Community Development Department and Internal Operations Committee are directed to develop a work program and budget to support a public planning process for implementation of operation of landfill site(s) and management of solid waste in Contra Costa County. . 1 hereby certify that this is a true and correct copy of an action taken and entered on the•rainutes of the Orig.
