SUBJECT: Contract with the United Council of Spanish Speaking
Organizations for Transportation to County Health Facilities
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Endorse the recommendations being presented by the Finance
Committee on this subject.
2. In addition to the recommendations made by the Finance
Committee, direct the staff of the Health Services
Department and Community Development Department to explore
the need for a contract with the United Council to transport
patients from their home to the bus stop for those patients
who otherwise would find it difficult, if not impossible, to
make use of a fixed route transit system.
3 . Direct the Health Services Director, as a part of the above
recommendation, to analyze the kinds of patients presently
being transported under the United Council contract to
determine how many would be unable to get from their home to
a bus stop.
4. Direct the Community Development Director to request
statements from the existing transit agencies regarding
their ability to meet the needs of the elderly and disabled
in relation to the patient' s ability to get from home to a
bus stop, and return the report to our Committee prior to
the expiration of the 60-day extension being recommended by
the Finance Committee.
BACKGROUND:
On April 9 , 1985, the Board approved a report from our Committee
extending the County' s contract with the United Council of
Spanish Speaking Organizations until June 30, 1985 and directing
that additional data be gathered and reported to the Board prior
to June 30.
The Finance Committee considered this matter on June 3 , 1985 and
our Committee considered the matter on June 10, 1985.

We have had an opportunity to review the Finance Committee' s
report and concur with its recommendations. We are, however,
concerned that the lack of transportation services provided by
the United Council may leave some patients unable to get to the
hospital or clinic because they are unable to walk to a -bus stop.
We are, therefore, recommending that some additional work be done
by staff to determine whether there are such patients whose needs
would not be met in the absence of the United Council contract,
or whether other transportation systems are already in place to
meet these needs. Our primary concern is that in allowing the
United Council contract to expire we not leave some of our
patients in a situation where they are unable to get to the
clinic and will thereby forego preventive outpatient care until
they have an emergency condition.
It is our understanding that some of the existing agencies, such
as Tri-Delta Transit, provide transportation services which
should be able to meet these needs. We simply want staff to
check this out and give us a report before the United Council
contract is terminated to insure that the needs of our patients
are being adequately met.
