Dear Mayor Lucas:
With regard to your recent letter, the Board of Supervisors
shares your concern over the seriousness of traffic problems
in the Central County area. It is the intent of the Board and
its Redevelopment Agency to do everything possible to mitigate
the adverse traffic impacts of development in the Pleasant Hill
BART Station area.
Measures being planned and implemented include the following:
1. Construction contracts for traffic improvements and
street widenings along Treat Boulevard, Jones Road,
Oak 'Road and Buskirk Avenue are anticipated to be
awarded in September or October. These improvements
will be completed well in advance of occupancy of
development within the Redevelopment Project area.
2. Developers in the Project area have formed a Property
Owners Association in part for the purpose of
implementing a Transportation Systems Management (TSM)
program. We understand that their association has
contracted with DKS Associates to assist them in
formulating a coordinated TSM effort in compliance
with County/Agency requirements, among other programs
that will be part of the duties of the association will
be child care facilities. The TSM program will address
the interrelationship of transportation and child care.
3 . All developers will be required to implement a TSM
program consistent with that ultimately adopted by the
County.
4. The County .is formulating plans for the expenditure
of over $1. 1 million in development fees earmarked
for transit within and to the area.

5. Proposals for transfer of development rights
require submittal of a traffic report addressing
the impacts of the altered density location and
implementation of TSM measures as a condition of
approval.
We wish to point out that actions of the Board to permit
increased building heights and the transfer of development rights
(TDR) do nothing to increase the development potential
contemplated by the Specific Plan inasmuch as the Floor Area
Ratio is not changed. The Board has taken no action that would
allow increased density. Indeed the flexibility inherent in
increased heights and TDR provisions may even mitigate some
impacts.
I hope that this response will allay any fears you have with
respect to County/Agency plans in the Pleasant Hill BART Station
area.
