SUBJECT: Employees Emergency Preparedness Training Proposal
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I.. RECOMMENDED ACTION:
Approve the Employees Emergency Preparedness Training Proposal and
authorize the Administrator to initiate the implementation of the
Proposal.
II. FINANCIAL IMPACT:
None. Cost for training should be absorbed by departments with
emergency preparedness responsibilities, participating cities and
special districts, and through California Specialized Training
Institute (CSTI) Sponsorship.
III. REASON FOR RECOMMENDATION
Training of a large group of employees at one time would accelerate
the rate of training and the number of trained employees. This
would allow the county to have an acceptable number of employees to
participate in the FEMA mandated Simulation in 1986 as well as
respond to a major disaster in the county.
IV. BACKGROUND:
Earthquakes are a part of California's and specifically, Contra
Costa County's heritage. Those who live here must learn to live
with them.
Since earthquake predictions are years away, perhaps decades, it is
imperative that we be as prepared as possible to cope with the
effects of a major earthquake in Contra Costa County. This
preparedness can only be accomplished through the preparation of
comprehensive plans and the development and participation in
effective training programs.

Also REQUESTED the Director of the Office of Emergency Services to investigate the
feasibility of including a notice in the tax bills advising people of survival needs
in the case of a disaster.

Upon the complete remodeling of the County Emergency Operating
Center (EOC), a county Simulation must be conducted, per the
requirements of the Federal Emergency Management Agency (FEMA).
At the rate training is currently being conducted, it would require
three more years to meet with all of the staff required to
participate in the Simulation. The five year training cycle was the
schedule implemented in 1982. The development of the new EOC
accelerates this time- schedule.
The California Specialized Training Institute (CSTI) in San Luis
Obispo offers very similar training to political jurisdictions. A
40-hour training session may be set aside for Contra Costa County
specifically if a commitment can be made for enough attendees in
advance.
V. CONSEQUENCES OF NEGATIVE ACTION
If the Board does not approve this training, the county employees
necessary for disaster mitigation efforts during an emergency will
receive training over a much longer period of time. This could have
two side effects;
1) If a major disaster occurs during this time, only a limited
number of employees will be adequately trained; and,
2) Only a small number of county employees will be trained for
the FEMA mandated Simulation in 1986. The FEMA mandated
Simulation is a requirement prior to state disbursement of EOC
funds.
