SUBJECT: Authorizing Petition to the United States Immigration and
Naturalization Service to Grant an H-1 Visa to Ghanshyan Patel
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) d: BACKGROUND AND JUSTIFICATION
I RECOMMENDED ACTION:
That the Board of Supervisors authorize the County Administrator or his
designee to file a petition with the United States Immigration and
Naturalization Service to grant one Ghanshyan .Patel an H-1 visa so that the
County can hire him as a Senior Systems Software Analyst-Project.
IIa, FINANCIAL IMPACT:
The financial impact on the County will be to pay Mr. Patel salary during
the period he is employed by the county in the approximate amount of $3,300.00
per month.
III„ REASONS FOR RECOMMENDED ACTION:
The County is in need of qualified people to participate in the installation
of new software controlling its computer systems. During the installation a ..
large number of qualified people are needed. There are not many available. The
County has an opportunity to hire Mr. Patel to work on this project. In order
to do so, it is necessary for the County, as a prospective employer to petition
the United States Immigration and Naturalization Service to grant Mr. Patel an
H-1 visa.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The Data Processing Division has been attempting to fill this vacancy for
nearly a year. Trained individuals with these kinds of skills are in great
demand and short supply. No other qualified person has shown interest in this
job in Contra Costa County. Contract personnel in this category receive from
$40 to $200 per hour and normally are not available for emergency service after
daytime hours when the County's need may be most urgent. The two county staff
members now covering these kinds of tasks are severely overloaded and
increasingly frustrated by lack of additional staff. Should they leave, the
County's central data processing would be at risk and critical systems such as
Welfare, Schools Payroll, County Payroll and Property Tax could be delayed
drastically.,
