SUBJECT: FY 1985/86 Block Grant Renewal Application for Mental
Health Services in West County
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
This is to request review and approval of the application for renewal of
1985/86 Block Grant funding for the (West) Contra Costa County Community Mental
Health Center (copy attached) .
II. FINANCIAL IMPACT:
Review and approval of the application will ensure the continuous funding for
FY 1985/86 of the West County Community Mental Health Center (WCCMHC) in the
amount of $1,499,400. These funds are included in the proposed FY 1985/86
budget request of the Health Services Department, A/DA/MH Division. The
budgeted funds and services are also included as part of the County's annual
Short-Doyle Plan. In fact, this year the application format for these funds
reconciles the Block Grant to other Short-Doyle (Cost Reporting/Data Collection
System) funding.
While there is great probability that the three-year extension of federal block
grant funding (PL 98-509) will mean that Contra Costa County will receive
continuous funding in the amount of $1,499,400 yearly through FY 1987/88, it
still will be contingent upon yearly appropriations and any policy changes that
the State's recently appointed Block Grant Advisory Committee may make.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The funding is authorized by Pulic Law 98-509, which provides a three-year
extension of federal block grants .for mental health. The federal statutes
continue to require that states make grants "to each community mental health
center within the State which received a grant under the .Community Mental Health
Center Act in fiscal year 1981 and which would be eligible to receive a grant
for its operation under that Act (as in effect on the day before the date of
enactment of the Omnibus Budget re-conciliation Act of 1981) for such fiscal
year if such grants were made under such Act." (PL 98-509, Section 1916 (c).)
Approval to submit an application to the Department of Health, Education and
Welfare (Region IX) for an Initial Operations Grant was granted by the
Board of Supervisors on November 6, 1979. On April 29, 1980, the Board approved
acceptance of the first year (1980/81) award which was in the amount of $870,740.
On June 15, 1980, the Board received a requested report from the Finance
Committee regarding the fiscal implications of .the grant. On May 12 1981, the
Board approved acceptance of the second year (1981/82) award, which as in the
amount of $1,700,000.

In the third grant year, per the Omnibus Budget Reconciliation Act of 1981
(PL 97-35) , these federal funds were part of the categorical grants under
programs that were consolidated into one of the three Block Grant programs.
Since the State considered application of these funds as part of the County
Short-Doyle Plan, a separate Board order was not required for year 1982/83
($1,308,993, an 11-month year), 1983/84 ($1,428,000) and 1984/85 ($1,499,400) .
Review of the application by the Mental Health Advisory Board and the Board of
Supervisors became a State requirement with the current application for
1985/86.
Approval of $1,499,400 in continuation funding will maintain the status-quo
of the West County Community Mental Health Center for FY 1985/86. No new
personnel, other than the filling of currently authorized vacant positions,
or services are proposed.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request will result in the loss of State Block Grant
funds in the 'amount of $19499,400. Since these funds represent approximately
50% of the total budget for the WCCMHC, this would seriously impact the ability
to serve the .mental health needs of West County residents.
