NOES: Supervisor Torlakson(disagreed with certain provisions of settlement ABSENT: None. ABSTAIN: None. SUBJECT: In the Matter of 1985 Terms of Employment and 85/224 Compensation For Employees Represented by United Professional Firefighters, I .A.F.F. Local 1230 Employees, Employed by the Contra Costa County, Moraga, Orinda , Riverview and West Fire Protection Districts The Contra Costa County Board of Supervisors in its capacity as ex officio Governing Board of the Contra Costa County, Moraga, Orinda , Riverview and West Fire Protection Districts ("Fire Protection Districts") RESOLVES: The Employee Relations Officer has reported the Board' s representatives have met and conferred in good faith with representatives of United Professional Firefighters, Local 1230, I .A.F.F. over terms and conditions of employment for the Fire Suppression and Prevention Unit represented by said Union; and have been unable to reach agreement. On March 30, 1985, Local 1230 and the Board' s representatives reached impasse. Since that time, the parties have partici- pated in mediation without success and mediation efforts have been terminated. The Employee Relations Officer has recommended the following provisions as terms and conditions of employment for these employees of the Fire Protection Districts represented by Local 1230 for the period January 1, 1985 to December 31 , 1985, which are hereby adopted without the agreement of Local 1230. -1. Subject to the changes contained herein, the terms and con- ditions of the 1984 Memorandum of Understanding between the Fire Protection Districts and United Professional Fire fighters, 'Local 1230, I .A.F.F. approved by Resolution 84/184 of this Board, shall be applicable with respect to the Fire Protection District employees represented by Local 1230 from January 1 , 1985, and shall be terminated on December 31 , 1985. 2. For the period of January 1, 1985 to December 31, 1985 the following classifications covered by the Fire Suppression and Prevention Unit shall be increased, within the Contra Costa County salary plan to provide salary ranges as follows: Classes Effective January 1, 1985 Apprentice Fire/Medic 2034 - 2472 Fire Captain 2534 - 3080 Fire District Dispatcher 1936 - 2354 Firefighter 2034 - 2472 Firefighter - Paramedic 2238 - 2721 Fire Inspector 2431 - 3016 Fire Training Instructor 2481 - 3016 Fire Training Coordinator- Riverview Fire Protection District 2725 - 3313 Senior Firefighter 2198 - 2672 Senior Firefighter-Paramedic 2396 - 2912 Senior Fire Inspector 2725 - 3313 Senior Fire Training Instructor 2725 - 3313 Weed Abatement Specialist 1468 - 1784 RESOLUTION ND. 85/224 r r —2- 3. Effective January 1, 1985 through December 31, 1985 the County will increase its contribution toward each health plan option by $8.00 per month for Employee Only and $12.00 per month for the Employee and Dependent(s); any increase in the health plan costs in excess of $8.00/$12.00 per month shall be borne by the employee. 4. Effective January 1 , 1985, to December 31, 1985, the monthly uniform allowance for all employees shall be $35.00. 5. In addition to the holidays named in Section 9.1A of the 1984 Memorandum of Understanding, the Fire Protection Districts shall observe the Third Monday in January known as "Martin Luther King, Jr. Day". 6. Any retroactive entitlements resulting from this Resolution shall be without interest. 7. The Employee Relations Officer shall give notice of this - Resolution to United Professional Firefighters, I.A.F.F. SUBJECT: In the Matter of 1985 Compensation For Officers and Management Employees of 85/ 225 County-'Fire Districts The County Administrator having recommended a policy wherein management employees in those departments where salaries of subordinate represented employees are not coincident with the July 1 - June 30 fiscal year shall not be considered for general salary increase with other management employees but shall be considered for general adjustment on the effective salary date of the subor- dinate represented classes; and The County having adjusted sal&ries of fire district employees represented by United Professional Firefighters, Local 1230, I.A.F.F. effective January 1, 1985; therefore 1. Effective January 1, 1985 the salaries of the officers and employees of the Contra Costa County, Moraga, Orinda, Riverview and West Fire Protection Districts ("Fire Protection Districts") whose classifications are set forth below are as specified. 2. Effective January 1, 1985 the uniform allowance for the following management classifications in the Fire Protection Districts: Fire Chief, Fire Chief-Riverview Fire Protection District, Fire Chief Group II, Assistant Fire Chief Group I , Assistant Fire Chief-Riverview Fire Protection District, Assistant Fire Chief Group II , Battalion Chief, Battalion Chief-Riverview Fire Protection District, Fire Marshal Group II , Fire Marshal-West County Fire District, Fire Officer-Exempt, Fire District Communications Manager, Fire Training Supervisor and Supervising Fire Inspector shall be $35.00 per month.
