SUBJECT: Approval of Head Start Program Improvement Grant Application
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE submission of an application to the Department of Health and Human
Services in the amount of $106,589 federal and $26,647 non-federal share for funds
designated for a "Program Improvement" Grant for the County Head Start Program and
AUTHORIZE the Director, Community Services Department, to execute the appropriate
application documents.
FINANCIAL IMPACT:
None. All funds, if granted, will be utilized by Head Start Delegate Agencies,
who will also provide the non-federal matching requirement.
REASONS FOR RECOMMENDATION/BACKGROUND:
A portion of the FY 1985 appropriation increase for Head Start is designated to
be used for program improvement. These funds will not become a permanent part of any
grantee's funding base, but will be given to selected programs on a one-time basis to
purchase needed equipment or services. The letter announcing the funds was recieved
April l and the grant application is due April 29. Priorities are safety and health.
The County Head Start delegate agencies have submitted requests for funds reflected
in this application and include a bus, relocation of Head Start classroom sites in three
areas, construction of a storage shed and purchase of services to set up a food program.
Local Head Start Policy Committees and the Head Start Policy Council approved this
action.

Action Association Direct Weatherization Program (Contract #5032)

RECOMMENDED ACTION
APPROVE and -AUTHORIZE the Chairman, Board of Supervisors , to execute on behalf of
the County Amendment Number Three for the FY 1985 California/Nevada Community Action
Association Direct Weatherization Program (Contract #5032) , incorporating additional
contractual requirements and specifications.
FINANCIAL IMPACT
None. The attached amendment extends the submittal date for weatherization
invoices and incorporates additional contract requirements and specifications.
BACKGROUND
On February 26, 1985, the Chairman, Board of Supervisors, executed Amendment
Number Two to the FY 1985 CAL/NEVA Direct Weatherization Contract (#5032) . This amendment
extended the original contract termination date from January 11 , 1983, to June 28, 1985,
and provided funds to permit the County to weatherize an additional 941 homes for low
income/fixed income county residents, for a new revised total of 2,881 homes to be
weatherized for the original contract period of February 11 , 1984, to June 28, 1985.
The attached Amendment Number Three extends the final submittal date for the
processing of invoices from June 28, 1985, to July 5, 1985, and incorporates additional
contract requirements and specifications with the original agreement.
County Counsel has reviewed and approved the attached amendment document as to
form. No County funds are involved with this request.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) $ BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE expenditure of $360 of Head Start funds to pay conference registration
fees for two county and four non-county employees to participate in the Nutrition And
Health Promotion Conference, Fort Bragg, California, June 23 through 28, 1985, and
AUTHORIZE County Auditor Controller to issue 'a warrant in the amount of $360, payable
to the California State Department of Education for conference registration fees .
FINANCIAL IMPACT:
None: Funds presently available in the Head Start Portion of County budget.
REASONS FOR RECOMMENDATION/BACKGROUND:
During 1984 the County was awarded a grant by the State Department of Education
to conduct a Nutrition Education and Training program within the County Head Start Project.
The grant was amended April 1 , 1985, to provide additional funds to enable six Head Start
participants to attend a conference in Fort Bragg, June 23 - 28, 1985.
Of the six participants, two are County employees, three are employees of Head
Start delegate agencies, and one will be a Head Start parent representative. All
participants are affiliated with the Nutrition Education Training Project. However, only
two are County employees. The purpose of this request is to secure authorization to pay
registration fees for all six attendees.
It is necessary to submit a registration fee of sixty dollars ($60) for each of
the participants.
The nutrition grant is administered by the County Head Start office and the
conference registration fees are expected to be paid by the grantee. The Auditor Controller
cannot pay registration fees for non-county employees without specific authorization by the
grantee.
