Spooner, Contracts Administrator Costa DATE: April 25, 1985 County SUBJECT: Approval of Contract #26-023-26 with Veterans Administration Medical Center SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County, Contract #26-023-26 with Veterans Administration Medical Center in the amount of $93;960 for the period April 1, 1985 - March 31, 1986 for provision of nuclear medicine stu_. dies, specialized laboratory tests, and neurology consultation and EEG interpreta- tion. II. FINANCIAL IMPACT: Funding for this service is included in the FY 1984-85 Department Budget and also will be included in the FY 1985-86 Department Budget. The services provided under this contract are billable to patients and appropriate third party payors. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: For many years the County has maintained a contractual relationship with the Martinez Veterans Administration Medical Center which has provided specialized laboratory testing services for County Hospital patients. The County Hospital does not have the resources, equipment, or personnel to provide these services to its patients. On March 31, 1984 the Board approved Contract #26-023-24 with Veterans Administration Medical Center for specialized testing (nuclear medicine studies) and on-call neurology consultation services for the period from January 1, 1984 through December 31, 1984. On February 19, 1985, the Board approved an amendment to the contract to extend services through March 31, 1985 while the Federal General Services Administration made a decision on updating the fees for a new contract. The new fees have been set and the renewal agreement was recently received from the Veterans Hospital. This contract has been approved as to legal form by County Counsel's Office. Agreements with the Veterans Administration have routinely been executed after the effective dates of the agreements because all of their contract negotiations, agreements, and correspondence must be routed through federal government authori- ties in Washington, D.C. Their contract documents are then forwarded to the Health Services Department through the local V.A. Medical Center. The Board Chairwoman should sign four copies of the contract, three of which should then be returned to the Contracts and Grants Unit.
