SUBJECT: AGREEMENTS BETWEEN THE COUNTY OF CONTRA COSTA AND THE CITIES
OF RICHMOND AND EL CERRITO FOR PROCESSING INFRACTION CITATIONS
SPECIFIC REQUEST(5) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve and authorize. the Chairperson of the Board of Supervisors to execute agreements
between the County of Contra Costa and the Cities of Richmond and E1 Cerrito for processing
infraction citations.
FINANCIAL IMPACT:
The County's share of the revenue will be increased by these agreements. However, this will
result in minimal funds to the County since these cities are issuing no more than 100
infraction citations per year at the present time.
REASONS FOR RECOMMENDATION/BACKGROUND:
These agreements concern violations of city ordinances, such as building and fire codes. The
City of Richmond issues about 100 a year, and the City of E1 Cerrito issues less than 10 per
year. Pursuant to Penal Code Section 1463(1) (c) , the City of Richmond and the City of
E1 Cerrito currently share revenues from infraction citations with the County of Contra 'Costa
on the following City/County percentage basis:
City Share County Share
Richmond 86% 14%
E1 Cerrito 81% 19%
If the recommended agreements are executed, the City/County ratio will be changed to 70/30.
CONSEQUENCES OF NEGATIVE ACTION:
Revenues from infraction citations will continue to be divided between the cities of Richmond
and El Cerrito and the County of Contra Costa on the current percentage basis. This would
result in slightly less revenue to the County.
