SUBJECT: Pilot Program to Assist Homeowners in the Development of Second Units
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
Recommendation
Approve participation with the non-profit San Francisco Development Fund in a pilot program to assist
homeowners in the unincorporated County in developing.second units, and authorize the Director of
Community Development to sign a Memorandum of Understanding with the San Francisco Development
Fund and the Contra Costa County Housing Authority.
Financial Impact
All costs to be incurred by the Couqty Housing. Authority pursuant to implementation of this pilot
program will be paid from Community Development Block Grant funds allocated to the Authority for
implementation of-the County rental rehabilitation programs. No additional expenses will be incurred
by the County Community Development Department. .Costs incurred by the San Francisco Development
Fund are paid-entirely by foundation contributions:
Background
Second units are small, but separate independent living units, :which are created on an existing single
family property.* :.Pursuant to State law (Section 65852.2 of the California Government Code), the
County is accepting and processing applications for the establishment of second units. - While .the
benefits of second units are acknowledged - an inexpensive way of providing affordable housing; making
better use of the existing housing stock and infrastructure; and providing additional income and security
for a homeowner -the level of second unit creation bas not been as *great as expected. Upon analyzing
contributing factors, the San Francisco Development Fund, a non-profit organization with foundation
funding, -concluded it would be advantageous to facilitate second.unit creation by establishing a program
to include three primary components:
1. Support and encouragement of second units through the local planning process;
2. Financial.incentives in the form of low interest loans to finance the second units; and
3. Operational assistance to the homeowner to help them through the process of.creating the
unit (feasibility, securing planning approvals, pre-construction processing, and construction),
finding tenants, and generating rental income.
The San Francisco Development Fund is willing to provide outreach and Operational Assistance free of
charge on a pilot basis in localities willing to supportthe creation,of second units and-to assist in their
financing: The County Housing Authority, using an appropriation of Community Development Block
Grant funds for rental housing rehabilitation programs, is. in a position to provide low interest loans.
The pilot program would last for two years, after which continuation, if deemed ppropriate, would be.a
responsibility of local staff.
