SUBJECT:Authorizing Submission of JTPA Title IVC Veterans' Employment
and Training Program Application
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Ratify the actions of the Executive Director, Contra Costa County Private
Industry Council (PIC), in executing and submitting on behalf of the County,
application to the U.S. Department of Labor requesting $100,000 in federal
funds for Computerized Maintenance and Repair Classroom Training under the
Job Training Partnership Act (DTPA) Title IVC Veterans' Employment and
Training Program, for the period beginning July 1, 1985 and ending June 30,
1986; and further, approve said grant Application document.
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On March 4, 1985 the Contra Costa County Private Industry Council received
notification from the U.S. Department of Labor of Solicitation for Grant .
Applications under the Job Training Partnership Act Title IV, Part C for
program year 1985 for funding of veterans' employment and training programs.
Applications were to be submitted to Sacramento by 4:30 p.m. on April 30. 1985.
On March 115, 1985 the Contra Costa County Private Industry Council advised
interested parties of this solicitation and requested submission of concepts
for possible projects for its review. (Only the State Job Training Partner-
ship Office or local PIC/Service Delivery Areas are eligible to apply.)
Subsequently, on April 15th, a project concept for a Computerized Maintenance
and Repair Classroom Training was reviewed and approved for submission by the
Private Industry Council. Due to the limited time frame for meeting the
submission deadline, the grant document was executed by the PIC Executive
Director and submitted to the Sacramento office of the U.S. Department of Labor
on Tuesday, April 30th.
In addition to the requested $100,000 this Grant Application includes $23,908 in
"in-kind" contributions comprised of existing JTPA Title II-A funds and there-
fore not eligible as matching funds for application purposes.
The proposed project would provide classroom training in Computerized
Maintenance and Repair for 20 economically disadvantaged VietNam era veterans.
A total of $783,000 has been allocated by the federal government to the State
of California for programs under JTPA Title IVC. �•
