SUBJECT: Approval of Contract 423-071 with Kirby Cooper, Ph.D.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of the County, Contract
#23-071 with Kirby Cooper, Ph.D. in the amount of $37,200 for the period
May 1, 1985 - June 30, 1986 for the provision of consultation and technical
assistance with regard to development of a trauma plan for Contra Costa County.
II. FINANCIAL IMPACT:
Source of funding for this contract is the County, and funds are budgeted in the
Health Services Department's 1985-86 Fiscal Year Budget. The Department is in the
process of seeking grant funding for continuation of trauma coordination.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Currently, each hospital. designated by the State of California as having a basic
emergency medical service receives trauma victims. The purpose of this contract is
to provide temporary expertise in the development of a Trauma Plan, Request for
Proposal, and process for designation of one or more trauma centers for Contra
Costa County. This contract is one of few exceptions to the strict budget measures
being taken by the Department because this position is essential to meet deadlines
set by the State and the Board of Supervisors for development of regional and local
trauma plans.
Major trauma is the leading cause of death in persons under the age of forty-four,
and is estimated to occur at a rate of one per thousand population. Contra Costa
County is geographically 732.5 square miles and has an estimated population of
675,000 persons. Any person inflicted with major trauma will be eligible, to use
the newly created trauma center(s) which will be established in accordance with the
California Health and Safety Code 2.5, Section 1797 et seq., and the California
State Trauma Regulations.
