MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 21, 1985 SUBJECT: APPROVING FIRST AMENDMENT TO CONSULTING SERVICES AGREEMENT FOR NEW COUNTY DETENTION CENTER (4411-4101; 0928-WH1018) Specific Requests or Recommendations A Background A Justification I. RECOMMENDATION Approve and authorize the Public Works Director to execute on behalf of the County the First Amendment to a Consulting Services Agreement with The Design Partnership, 44 •Brannan Street, San Francisco. The original Agreement is for Architectural Predesign Services for the New County Detention Center. The Amendment will add a food service study to the original scope of services and will increase the Payment Limit from $46,860.00 to $51,360.00, which shall not be exceeded without further written authorization by the Public Works Director. The Amendment will be effective May 21, 1985 . II. FINANCIAL IMPACT The costs associated with this Consulting Services Agreement are eligible as local match contributions for State Grant Funds. Even with this Amendment the Agreement will provide an architectural predesign report for significantly less than the $138,000 cost of comparable predesign work which was provided for the Martinez Detention Facility .in 1977. There are adequate funds to cover this Amendment in capital budget line item No. 4411-4101. III. BACKGROUND - REASONS FOR RECOMMENDATIONS A. By an Order dated November 27, 1984, the Board approved a Consulting Services Agreement with the Design Partnership for architectural predesign services for the New County Detention Center. Under the approved agreement, the Design Partnership is reviewing, refining, and completing the initial detention center program and requirements which were set forth in the County's application for State Proposition 2 County Jail Expenditure Funds. B. The County Administrator's Office, the Planning Task Force and the Design Partnership have recommended that we increase the scope of the architectural predesign services to include a detailed analysis and recommendations on options for food service at the New Detention Center. The analysis will include consideration of the following issues: (1) Should the kitchen in the New Detention Center serve the entire County Detention• system or only the New Detention Center? (2) Should the type of service be a chilled delay system or a hot delivery system? (3) Should the dining facility be a central dining room or disbursed areas in each housing unit? (4) How much space should be allocated and wh t equipment should be purchased for each option?
