SUBJECT: Approval of Contract Amendment Agreement #22-152-6 with
United Council of Spanish Speaking Organizations, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairwoman to execute on behalf of ,the County, Contract
Amendment Agreement #22-152-6 with United Council of Spanish Speaking
Organizations, Inc. effective June 1, 1985 to amend Contract #22-152-4 (effective
July 1, 1984) for the provision of home-delivered meals for the Nutrition Program
for the Elderly with a $8,000 increase in the contract payment limit.
II. FINANCIAL IMPACT:
Approval of this amendment will result in an increase in the contract payment limit
of $82000, from $7,260 to a new total payment limit of $15,260.
Sources of funding for this program are as follows: 100% Federal/State Funding
under Title III C-2 of the Older Americans Act.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Since 1981 the County has contracted with United Council of Spanish Speaking
Organizations, Inc. for home-delivered meal services under the County's Nutrition
Project for the Elderly. On September 25, 1984 the Board approved Contract
#22-152-4 with United Council of Spanish Speaking Organizations, Inc. for home-
delivered meals and on November 27, 1984 approved Contract Amendment Agreement
#22-152-5 to increase the number of meals delivered under the contract. The pur-
pose of Contract Amendment Agreement #22-152-6 is to increase the contract payment
limit to enable the Contractor to obtain an additional vehicle for meal delivery in
order to reduce the delivery time and to avoid non-compliance with State regular
tions regarding meal delivery.
A vehicle was previously budgeted for Judson Homes for delivery of home-delivered
meals in West County. Judson Homes did not maintain the level of service required
in their cost-basis payment provisions, so could not have a second vehicle.
United Council's East-County home-delivered meals route needed to be split to remain
in compliance with State regulations. Therefore, the additional vehicle previously
approved for the Nutrition Project by the State and Federal agencies will be used
in East County.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department).
