Spooner, Contracts Administrator Costa DATE: wu SUBJECT: Approval of Standard Amendment #29-202-32 with the State Department of Health Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairwoman to execute on behalf of the County, Standard- Amendment #29-202-32 (State #84-83546 A-3) effective April 1, 1985 with the- State Department of Health Services to amend Standard Agreement #29-202-28 (effective July 1, 1984 - June 30, 1985) for family planning services with "a $27,030 decrease in the contract payment limit to a new totalpayment limit of $77,000. II. FINANCIAL IMPACT: Approval of this amendment by the State will result in decreased State funding of $27,030 from $104,030 to a new total payment limit of $77,000. Sources of funding for this program are as follows: 38% State 42% County In-Kind 12% Medi-Cal 8% Private Fees III. REASONS FOR RECOMMENDATIONS/BACKGROUND: For many years the County has provided family planning services to citizens of child-bearing age who would otherwise be unable to obtain these services. Family planning services funded through this contract are for persons who request such services through County facilities. The County must bill any other possible payment source, such as Medi-Cal, before seeking reimbursement from the State for services provided. This contract is a method for reimbursement rather than a. straight reimbursement contract. Over the years the State has allocated a specific amount each year for the County's family planning contract. This amount is the maximum reimbursable amount, and the State has consistently reduced the amount of State money encumbered through a contract amendment shortly before the end of'each contract term based on the actual amount of reimbursement provided. According to the State, family planning funds are very limited and, due to contracting constraints and population shifts, some agencies run out of funds before the end of the fiscal year while other agencies (such as Contra Costa County) leave an unexpended balance. Once the contract- period ontractperiod ends, unexpended funds are reverted back to the State General Fund and'*can- not be used to cover deficits for other agencies. By monitoring expenditures, the State shifts funds from one agency to another through the amendment process. Exhibit D, Paragraph 8 of Contract #29-202-28 includes a contract condition ' that reductions will be made when indicated. Subsequent amend- ments #29-202-29 and #29-202-30 were approved on October 16, 1984 and January 15, 1985. The purpose of Standard Amendment #29-202-32 is to decrease the maximum amount payable to the County from $104,030 to a new total payment limit of $77,000 effective April 1;- 1985. This decrease in State funding does not increase the County cost. Family planning services are mandated by the State. The Board approved submission to the State of Funding Application #29-202-31 on February 5, 1985 for continuation of the Family Planning Program during FY 85-86. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order 'of December 1_, 1981 (Guidelines for contract preparation and processing, Health Services Department). The Board Chairwoman should sign eight copies of the contract, seven of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services.
