Ys TO; BOARD OF SUPERVISORS FROM: PHIL BATCHELOR tra County Administrator Costa DATE: May 8, 1985 County SUBJECT: AB 2546 (WATERS) - TEENAGE DISCO BARS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Support AB 2546 (Waters) for .regulating of teenage disco bars, but recommend that such legislation be admended to make it effective within the County only upon adoption of a resolution by the Board of Supervisors. REASONS FOR RECOMMENDATION/BACKGROUND Existing law does not regulate nor require cities and counties to regulate teenage disco bars. This bill would require each city, county, or city and county, including a charter city, which licenses any business establishment which is operated and maintained asa "teenage disco bar" to require the proprietor to comply with specified requirements. These include reporting suspected violation of laws prohibiting alcohol and drugs to local law enforcement agencies, requiring proof of age "identification for each minor entering the establishment, and requiring persons 18 years of age or under to vacate the premises not later than 10 p.m. on weeknights and 12 midnight on Fridays and Saturdays and other -nights. This proposed legislation was submitted to the District Attorney, Sheriff-Coroner, County Counsel and city police chiefs. No agency replied that teenage disco bars are -currently a problem within the County except the City of Concord, which indicates it will go on record as supporting the bill. Currently, the bill permits the legislative body of a. city or county to waive the applicability of the bill to the city or county. It has been. suggested that the bill be amended so that, if enacted, it would not go into effect except upon resolution of a County Board of Supervisors or a City Council.
